THE HEAVENLY LANDS





Papua (previously known as Irian Jaya) is the western half of New Guinea, the world's second-largest island, and three times larger than Java and Bali combined. This region is mainly impenetrable jungle where traditional tribes survive harsh conditions and modern intrusions, though most inhabitants live in and around a few towns along the coast. Almost all visitors head to the Baliem Valley, home of some of the most remarkable traditional cultures on earth, while some include a side-trip to explore the dive sites of WWII relics around Palau Biak (Biak Island). Papua has a lot more to offer, but it suffers - and will for some time - from limited transport due to geographic inaccessibility and frustrating government travel regulations.
HISTORY
Irian Jaya: The Last Frontier

The first inhabitants of Irian, black skinned and frizzy haired, first arrived from the west perhaps 60,000 years ago. While the sea level was considerably lower at the time of man's first migrations to Australia and New Guinea, there were still stretches of ocean to cross. rising seas eventually cut off Australia from New Guinea and led to the divergent gene pools which now show up in the somewhat different physical types. Small groups settled along the seashores and short distances inland, living from hunting, fishing and gathering. There must have been but slight contact between these groups on what was to merge as the island of New Guinea. In recent studies, linguists were amazed to learn that on this island, with only 0.01 per cent of the earth's population, 15 per cent of the world's languages are spoken. Out of an almost incredible 800 languages (not dialects), about 550 are found in Papua New Guinea and some 250 in Irian Jaya.

By 4000 B.C., agriculture was well developed, leading to some population concentration and stable social structure. Then the next waves of immigration began washing up on Irian's shores. The newcomers, who originated from south china and dispersed from Taiwan, slowly spread over a time span of two millennia to populate the Philippines, Indonesia, Malaysia, Micronesia and Polynesia. In most areas, this new breed, called Austronesian, replaced existing populations thanks to their more advanced technology in tools, weapons and agricultural skills. But in New Guinea, the majority of the long-established Papuans successfully resisted assimilation by the Austronesians who established themselves only on some nearby islands and coastal strips.

The next great step in Irian's history was the "sweet potato revolution". Plant geneticists still have not established an accurate date for the introduction of the sweet potato to New Guinea, but the impact of this new tuber revolutionised the population distribution and resulted in large increases. The sweet potato, unlike taro and other previously planted crops, grows well above the 1,500 metre line of altitude. This crucial fact placed its cultivation beyond the normal range of the malarial mosquito which had - up to then - kept down the number of humans. The intensive agricultural technique of planting the sweet potato resulted in great yields which also helped to increase the population in Irian's highlands.

The island of New Guinea was "discovered" in the early 16th century for the European world as a by-product of the search for the spice islands. But whites hardly ever landed - let alone go inland - until well into the 19th century. About all that was known was that slaves, along with birds of paradise, were the chief exports and that the Sultan of Tidore claimed some ill-defined parts of western Irian. When Britain - and later Germany - started claiming parts of eastern New Guinea, Holland asserted her ownership of the western part of the island. Most of Irian's interior was a geographical blank until the early years of this century when a series of expedition, led by Dsuitch military forces, first ventured for inland. The Baliem Valley - with over 50,000 inhabitants - was not discovered until 1938 and even today many areas are still "tierra incognita".

World War Two put New Guinea on the map of world consciousness with a series of vicious battles during which the Japanese were defeated by the Allied forces under General Douglas MacArthur. After the war and the independence of Indonesia, Holland tried to hang on to Dutch West New Guinea. Military engagements and diplomatic pressures forced the turning over of Irian to the United Nations which, after a short transition period, handed the territory over to Indonesia in 1961.

Indonesia's province of Irian Jaya, representing 22 per cent of its total land mass, spreads over the western half of New Guinea which is the second largest island in the world (after Greenland). The shape of this 800,000 sq. km island, north of Australia, resembles a squatting bird with a neck which narrows to a few kilometres before joining a large peninsula called the Bird's Head. A cordillera of mountains runs the length of New Guinea, topped by Puncak Jaya which, at 4,884 metres, is the highest peak between the Himalayas and the Andes. The rugged highlands which surround the mountains hold most of the population. Closely packed, radically different ecological zones result from the combination of tropics, steeply rising elevations and weather patterns. Rivers play no role in Irian's economy but two drainage systems dominate the geography. In the north, the Memberamo River cuts through low hills to split in two, forming a huge area called the Meervlakte (Sea-lake). Most of the rainfall from the highlands ends up in the Memberamo or the Baliem river which runs through the only gorge of the central range towards the south where it feeds one of the world's largest swamplands.
New Guinea and Australia share the Sahul continental shelf which was never linked to the Asian land mass during the Ice Ages, even when sea levels dropped some 120 metres. Mammals thus evolved in isolation, in the marsupial form. It was man who introduced the common placentals like dogs, pigs (and recently, deer) to complement native kangaroos, bandicoots and cuscus.

Saltwater crocodiles, some over 7 metres in length, are Irian's largest animals. One such monster was credited in the 1950s with 55 confirmed human victims. Other awesome reptiles include tree pythons and the death adder whose hide brings on almost instant fatalities. Huge bird-eating spiders grace sticky, sheet-like webs. Irian's largest bird, the flightless cassowary, can handle spiders of any size as well as careless hunters who are disembowelled by a swift kick and sharp claws. there are also parrots, lorries, cockatoos, the Victoria crowned pigeon and the birds of paradise with their spectacular plumage. The soils of Irian are thin and most susceptible to erosion despite a luxurious cover of vegetation. while logging has started in earnest, the spread of tropical vegetation is still huge, second only to the Amazon Plant life includes insect-eating pitcher plants, phosphorescent fungi and 2,700 species of orchids. the most useful tree, the sago palm, has a trunk of pure starch which is the staple food for most swamp-dwelling tribes. At the other end of the elevation scale, high altitudes foster a tropical-alpine vegetation of tree ferns and other panorama, adding an aura of mystery to a place that remains untouched by the outside world.

BIAK AND JAYAPURA
Biak Island, in Cenderawasih Bay off Irian's north coast, has the province's best air communications, international flights to and from Hawaii and Los Angeles as well as jets to Jayapara, Bali and other points west. Small planes also reach several towns in Irian from Biak. but few foreigners have gotten off from their LA-Bali flights in Biak - information is scarce and facilities are far from international standards.

The situation is due to change with promotion campaign and the construction of new hotels. but there is no season to wait until then, the existing hotels are far from being dumps, meals can be excellent and costs are very reasonable. Mass tourism is still a long way off. Tropical islands, fulfilling all the cliches, lie scattered around Biak. Most travellers glimpse them only from the air - the blending of shades of the seas from dark blue to light turquoise, the thin fringe of waves and sand, then the coconut palms. some of the islands hold little villages perched on stilts, others are uninhabited. With a bit of time, you can reach any of them. Cenderawasih Bay hold four major islands and lots of little ones. Biak dominates politically and concentrates facilities and infrastructure. Yapen Island, long and mountainous, boasts of birds of paradise, a decent little hotel and daily flights from Biak. Unfortunately, the hotel and landing strip are on opposite sides of Yapen from the birds. Numfor Island, flat with a couple of deep lagoon,s also received flights from Biak but holds no commercial facilities for travellers. Supiori, separated from Biak by a long, narrow sea-passage, can only be reached by boat and once there, as on Numfor, one depends on local hospitality which are generously available.

Although thoroughly missionised, many villages on all the islands can perform traditional dances with a day or two's notice. On Biak, this includes five-walking, an ancient ritual recently revised at Adoki village, close to town. Also near Biak town, visit a cave called Goa Bissari, one of many used by the Japanese during World War Two during the furious battle for control of this island. Biak Island can easily be explored as three paved roads lead out of town, to Bosnik in the east, to Wardo in the opposite direction and to Korem in the north. From Bosnik (or Biak town) take a canoe to one of the close-by Padaido Islands, little jewels in the sea. Near Wardo, hop into any outrigger for the best magical trip up a river, to Wapsdori waterfall. From Korem, the paved road continues along Biak's north-east coast for the most wonderful seascape and village scenery in this part of the world. Stop at Warsa village where you can see boys who gleefully jump off the top a 15-metre waterfall.

There is more frequently minibus traffic everywhere on market days, and a chance to catch a boat ride from the end-of-the-road to those villages which can only be reached by sea. Markets are usually on Wednesday and Saturday but check on this before heading out. Another alternative is to hire your own local boat. Try the fishermen's cooperative or a travel agency in Biak town for a double-hulled, outbound-powered catamaran with an open, thatch-roofed little cabin amidships. take along a sack of rice, mask, snorkel and fins. the crew will provide the fish. Go exploring for several days for the trip of a lifetime - but now between November and March, the season of heavy seas.

The Gateway to the Valley

Jayapura, the capital of the province of Irian Jaya, is the gateway for the Bailem Valley. The flights schedules make it impossible for travellers to plan for a same-day connection from anywhere to Wamena. Baliem's principal town, even if you already have the necessary "surat jalan" or travel permit. And the fact that the airport is located some 40 km from town doesn't simplify life either. The logical way to proceed is to land as early as possible in the day to allow enough time to obtain the sarat jalan and a ticket to Wamena. The police station where you must go for the travel permit as well as the Merpati Airlines office are located in downtown Jayapura, on either side of the Hotel Matoa. The Merpati office closes at 3 p.m. on normal working days, earlier on Friday, Saturday and Sunday. And as the daily 7 a.m. flight to Wamena tends to be full, you might not be able to obtain a ticket for the next day. A second flight is sometimes added, provided there are enough passengers, but there is no guarantee of this happening. so you might well be stuck in Jayapura for a couple of days. but don't despair: the Baliem is worth the wait and the Jayapura are itself holds enough interest to keep you gainfully occupied.

The main part of Jayapura, a city with a population of about 100,000 lies on Yos Sudarso (formerly Hambold) Bay. there is a splendid view of the city from the base of a communications tower, located on a steep hill just in back of the harbour. To the east, Hamadi suburb offers numerous souvenir stalls, and Yotefa Bay with Engros village where the church and all the houses are built on stilts. To the west, there's a decent swimming beach called Base G (pronounced as Bestegi), a popular spot with locals on weekends. A short distance from town, you can visit one of several crocodile farms. On the road to the airport, the University of Cenderawaih has a good museum of artefacts. On the same road, the Museum Negeri features excellent ethnographic displays. boats are available to motor around Lake Sentani - try to land on Apayo Island where local craftsmen produce bark cloth paintings and carvings in the traditional Santani style. A paved road heading into the hills winds through an army camp to the MacArthur movement, erected to commemorate the location of the general's headquarters. On a clear day, the surrounding views from here are spectacular.

INTO THE CENTRAL HIGHLANDS

The fertile Baliem Ground Valley lies in Irian's highlands an hour's flights from Jayapura. It's cool here, at some 1,400 metres or more. Early morning clouds and mist often hide the surrounding heights, giving a timeless and mystical atmosphere which slowly dissipates with the sun's rays. The Baliem river, of rich creamy brown tones, snakes through the valley before pouring out through a gorge to the south and the Arafara Sea. This is home to the Dani tribe, the most famous of Irian's interior. These former-warriors lived in isolation until they were discovered in 1938. they grew stupendous harvests of their staple sweet potatoes in the rich valley soil with the help of an efficient irrigation system. As the men had plenty of time left over after the gardening chores were done (most of which were done by the women anyway), ritual warfare developed to a degree seldom matched anywhere.

Today, after over 50 years of contact with the outside world, the Dani's life-style has changed somewhat. But many of the men still wear distinctive penis sheaths, and the women in grass skirts, agriculture is still centred around sweet potatoes. Pigs and women remain a man's most valued possessions. Occasional ritual battles result in dozens of casualties to arrows, spears and the odd imported axe. Funerals and marriage rites have changed little over the years. A visit to the region of the Baliem Valley can be as tame or adventurous. For those who need a degree of creature comforts, Wamena has acceptable hotels and meals, and locally organised day trips which could include a Dani ritual. Hardier souls can set out by public transport, then trek to many a fascinating village. Guides are essential for these jaunts where one has to rely on local hospitality (small payment is appreciated) and take victuals unless you can survive on a straight diet of sweet potatoes.

Wamena, with several thousand people, is the only urban centre in the Baleim. All flights land here, the highlands' main airstrip. foreigners will have their travel permit checked here upon arrival. the district's principal government officials all live in Wamena, along with many students of the high school and teacher training college. The roman Catholic Church has its highland headquarters here. There's a post office, a book and telephone service. And best of all, there's the daily market. In the early hours of dawn, the Dani from miles around begin to drift to the market. Most of the locals bring surplus sweet potatoes and vegetables such as tomatoes, carrots, cucumbers and cabbage along with pineapple and a variety of bananas. Souvenirs like bows and bunches of multipurpose arrows, each for a different kind of game, including humans can be bought. Other items include penis sheaths, stone axes and cowrie shells, formerly used as money.

There are a few traditional Dani villages near Wamena. The nearest, Pugima, can be reached in an hour's stroll for a first taste of local culture. Jiwika, some twenty kilometres away, is linked by a good road and frequent public transportation. En route to Jiwiika, all tours stop to see the mummy of Akima, the smoke dried remains of a powerful war chief who has access to the world of spirits. There is also another mummy, not so popular but cheaper to photograph. A night but basic losmen at Jiwika makes a good base to explore this section of the valley. An hour's steep climb leads to a brine pool from where salt is still extracted in the traditional way. The road continues out of Jiwika, with caves and villages along the way. This road will, someday, link with one being built from Jayapura.

To the south of Wamena, a road leads part of the way to Kurima, at the head of the Baleim Gorge. Paths along the gorge lead to the Yala tribe who saw their first missionaries only a generation ago. On the other side of the Baleim Valley from Jiwika, a road of sort leads to Pyramid at the northern entrance to the valley. Before Pyramid, side paths head into the mountain, past Dani villages to uninhabited lands where Lake Habbema and the snow-capped Mount Trikora are located. Pyramid, a Protestant Missionary Centre, lies on the main paths leading out of the Baliem Valley to the territory of the Western Dani. The sub-district centre of Karubaga can be reached in three or four days on a good path. If you don't feel like trekking back, Merpati has a couple of schedule flights a week from Karubaga to Wamena and there are also occasionally missionary flights. All, if you are up to it, you can keep hiking out of Karubaga to Bokondini and onto Tiom to the west.

The land of the Asmat tribe, centred around the town of Agats, has been off limits to travellers in the past. Only Agat itself has been opened up recently. There is an excellent museum with world-class carvings available, however, it is hardly worth the trip if you cannot move around. Most of the swamp-dwelling Asmat are christianised and wear tattered western clothing. Other interesting tribes, some of which still practice cannibalism, live way inland and are very inaccessible. High transportation costs in outboard-powered dugouts and days of monotonous motoring in malarial swamps make these places for explorers only. Also for the specialists are several spots along the south coast of Papua where cave paintings are found, similar to those of the Australian aborigines. Below Puncak Jaya is the world's most spectacular mine owned by Freeport Indonesia, however, entry to this copper mine is by invitation only. Much easier to reach are Sorong, located at Papua's western most tip and Manokwari, on the shore of Cenderawasih Bay. Sorong, an old oil town, has a great seascape in front and offers access to the region of the Bird's Head. Manokwari, the site of the first mission in Papua, both of a couple of beautiful islands just outside its bay. There are also flights from there to the Anggi Lakes, to beautiful bodies of water located in the Arfak Mountains.
Dutch Rule
In 1660 the Dutch recognised the sultan of Tidore's sovereignty over New Guinea island, and because the Dutch held power over Tidore (the Sultan's territory) New Guinea theoretically became Dutch. The British unsuccessfully attempted to e3stablish a settlement near Menokwari in 1793, but by 1824 Britain and the Netherlands agreed that the western half, Dutch New Guinea, would become part of the Dutch East Indies. In 1828 the Dutch established a token settlement in Lobo (near Kaimana) but it also failed miserably. About 27 years later the first missionaries, Germans, established a settlement on an island near Manokwari.











The Dutch didn't try to develop the province again until 1896, when settlements were set up ion Manokwari and Fak-Fak in response to perceived Australian ownership claims from the eastern half of New Guinea island. The province continued to be virtually ignored, except by mining companies from the USA and Japan, which explored the rich oil reserves during the 1930s.
World War II
After the bombing of Pearl Harbour, the Dutch declared war on Japan, so the province, as part of the Dutch East Indies, inevitably assumed importance in the battle for the Pacific. (Some Indonesians welcomed the Japanese as Asian liberators who would eradicate the hated Dutch colonialists.)










In early 1944 a four-phase push, led by the US general Douglas MacArthur, was launched from what is now PNG to liberate Dutch New Guinea from Japanese occupation. The Allies were for from optimistic: this part of the world was almost completely undeveloped, inhospitable and uncharted.

Phase one, the capture of Hollandia (Jayapura), was the largest amphibious operation of the war in the south-western Pacific and involved 60,000 Allied troops. (Numeroud WWII monuments and relics in and around Jayapura are testament to this event.) The second phase, to capture Sarmi, saws strong resistance from the Japanese.







The third phase was the capture of Pulau Biak (primarily to control the airfield) and nearby Pulau Numfork, on the way to Sorong. Several hard battled were fought on Biak, exacerbated by Allied intelligence severely underestimating the Japanese strength. the fourth and final phase was the successful push to the Japanese air bases on Palau Morotai, off northern Halmabera, and then towards the Philippines.

Along the south cost, the Allies fought for control of Merauke because of fears that it would be used as a base for Japanese air attacks against Australia. Fak-Fakj, which was also the size of battles with the Japanese, has probably the best range of untouched WWII relics in the province.

Irian Jaya or Papua?
When the Portuguese first sighted the island now shared by Papua and Papua New Guinea (PNG) in 1511 they called it iihas dos Papuas (island of the Fuzzy Hairs), from the Malay word papuwah. Later, Dutch explorers called the island New Guinea (because of the black-skinned people reminded them of the inhabitants of Guinea in Africa) and named the western half Dutch New Guinea. When sovereignty was transferred to Indonesia, the province was renamed Irian Barat (West Irian) and then Irian Jaya; Jaya means "victorious" in Bahasa Indonesia and irian means "hot land rising from the sea" in the Biak language.
To placate the growing separatist movement, the Indonesian government agreed to rename the province Papua on 26 December 2001. To add to the confusion, many Papuan activists, and some International NGOs, refer to it as West Papua.



Indonesia Takes Over
In 1945, the Dutch wrenched back the territory from the Japanese and used it as a place of exile. the infamous Boven Digul camp (in Tanahmerah) was established as a prison for Indonesian nationalists. following international pressure, the Dutch were forced to withdraw from the Dutch East Indies (which became Indonesia) after WWII, but still clung to Dutch New Guinea. In an attempt to stop Indonesia from gaining control, the Dutch encouraged Papuan nationalism and began building schools and colleges to train Papuans in professional skills, with the aim of preparing them for self-rule by 1970.



Following WWII most Indonesian political factions claimed that Dutch New Guinea, like the rest of the former Dutch East Indies, should be part of Indonesia. throughout 1962 Indonesian forces infiltrated the province, but with little success. The Papuan population failed to welcome the Indonesians as liberators and either attacked them or handed them over to the Dutch. However, US pressure eventually forced the Dutch to capitulate abruptly in august 1962. A vaguely worded agreement in that year under United Nations (UN) auspices required that Indonesia allow the Papuans to determine, by the end of 1969, whether they wanted independence or to remain within the Indonesian republic. So in 1969, an 'Act of Free Choice' was 'supervised' by the UN. The Indonesian government, however, suddenly declared that it would use the procedure of m by which a consensus of 'elders' would be reached.



In July 1969 the Indonesian government announced that the assemblies in the Merauke, Jayawijaya and Paniai districts had unanimously decided to become part of Indonesia. And West Irian (as it was then known) became Indonesia's 26th province. It now consists of ten districts, with capitals at Sorong, Manokwari, Biak, Serui, Nabire, Jayapura, Timika, Merauke, Wamena and Fak-Fak.



Papuan Opposition
Even before the 'Act of Free Choice', the Indonesians faced violent opposition from the Papuans. In 1969 rebellions broke out on Pulau Biak and Enarotali in the Western Highlands. Between 1977 and the mid-1980s, occasional conflict erupted in the mountains around the Baliem Valley, at Tembagapura (sight of the US-run Freeport mine), and in remote areas of the Paniai District. After a short lull, anti-Indonesian activity recommenced. In 1995, members and sympathisers of the major independence group, the Free Papua Movement stormed the Indonesian consulate in Vanimo, just over the border in Papua New Guinea and took to the streets in Tembagapura and Timika. In 1996, about 2000 Papuans rioted for several days and burned Pasar Abepura market in suburban Jaypura, resulting in several deaths. In the same year several Europeans and Indonesian researchers were kidnapped in a remote part of the Baliem Valley. The Europeans were released unharmed four months later but two Indonesian hostages were killed by the three Papua Movement. By late 1998, the post-Soeharto government indicated a willingness to listen to separatists and reduced the military presence in the province. In December 2001, the province was officially renamed Papua and significant concessions were offered by Jakarta with increased autonomy and a reinvestment of 80% of the revenue from Papua into the province.



But most separatists still wanted total independence and demilitarisation by Indonesia. Papuans are also still angry because the Indonesian government continued to sell parts of the province for logging, mining and other commercial purposes without compensation or consultation. They also resent the occasional brutal responses of the Indonesians to political dissent. The government's proposed division of the province into three - Central, East and West Papua - has been opposed by some Papuan activists and may worsen the separatists problem. The final decision on this has been delayed.



Transmigrasi
The Indonesian policy of transmigrasi is also one of the reasons for continuing unrest in Papua. Over one-third of Papua's population originates from outside the province, mainly from Java, Bali and Sulawesi. Most of the trans-migrants live in settlements near the main towns of Jayapura, Merauke, Monokwari, Nabire and Sorong. As Papua represents about 22 per cent of Indonesia's total territory, but only about one per cent of its population, the Indonesian government continues to move thousands of people to Papua from other, over-crowded islands. Poor locations and lack of planning for many existing settlements indicate that the main thrust of transmigrasi is less for the benefit of the trans-migrants than to make the province truly "Indonesian".

AS A WORLD WAR TWO ALLY WHO FOUGHT ALONGSIDE U.S. TROOPS AND CARRIED WOUNDED U.S. SOLDIERS FROM THE BATTLELINES, THE PEOPLE OF WEST PAPUA DESERVE RECIPROCAL AID IN THEIR STRUGGLE FOR INDEPENDENCE AND FREEDOM. THE UNITED STATES SHOULD TAKE PRIDE IN SPEAKING AT THE UNITED NATIONS IN DEFENCE OF THEIR INALIENABLE RIGHT TO SELF-DETERMINATION AND FREEDOM. BACKGROUND In November 2001, two senior UN officials, including the head of the UN mission to oversee the handing-over of West Papua to Indonesia, admitted that the Act of Free Choice was a sham - 'a whitewash, designed to appease the Americans and the Indonesians'. West Papua is the western half of the island of New Guinea. It is not part of Asia but a Pacific island with indigenous kangaroos and other Pacific animals, and populated by a Melanesian people who have farmed and managed their fertile country for tens of thousands of years. In Asia, the Dutch East Indies fell in early 1942, and in 1945, Sukarno and a volunteer militia claimed independence to create a new nation. The Dutch excluded West New Guinea from Indonesian claims, and accelerated civil development of West Papua in support of a growing desire by the tribal nations to create a unified national identity. Elections were held in 1959, and a West New Guinea Parliament was inaugurated in May 1961. Responsible for the design and implementation of full independence by 1971, the Parliament approved symbols for the new nation. The people of West Papua celebrated as their Morning Star flag was raised on 1st December 1961. Indonesia began an unsuccessful invasion a few weeks later. The United States government was divided between the US Department of State which wished to support West Papua independence, and another faction who wished to comply with Indonesian demands for the territory. The 1962 New York Agreement was negotiated in secret, hidden from the people of West Papua. In effect, it made West Papua a trustee territory of the United Nations and Indonesia, and did specify terms for self-determination in accord with Indonesia's decolonization obligations as a UN member. According to the agreement all adults who were not foreign nationals were eligible to exercise their freedom of choice, to happen by the end of 1969 and one year after the UN assumed duties in the territory. Instead, the act was conducted six weeks early. Indonesia did not allow the West Papuan public to vote, as West Papuans had done in the 1959 elections. An Indonesian system called PEPERA was used instead, in which just a thousand people were selected and given no freedom of choice. Protestors demanding one vote per person were arrested, and crowds singing Christian hymns in protest were dispersed by the military. The West Papuan leaders, Clemens Runawery and Willem Zonggonao escaped to Port Moresby where they purchased air tickets to New York to tell the world of this oppression. They were arrested by the Australian government at the request of Indonesia and held on Manus Island until after the Indonesian process of PEPERA was completed. Shamefully the United Nations sanctioned this act, and condoned Indonesia's annexing of West Papua as one of its provinces. Since 1962 hundreds of thousands of people have been killed or have disappeared during the brutal Indonesian military occupation of West Papua. It is clear that the Indonesian invasion was not to liberate or promote the independence of the people of West Papua, but was to capture resources for Indonesia. Murder, torture, rape, summary detentions and destruction of entire townships, continues to this day. A Yale Law School study in 2004 concluded these abuses combined with other factors were consistent with a forty-year act of genocide. Since 1965 the people of West Papua have carried on a struggle for justice and independence despite the horrific acts of violence, intimidation, and bizarre cruelty by Indonesian security forces. AFTER 40 YEARS IT IS TIME FOR A GENUINE ACT OF SELF-DETERMINATION FOR WEST PAPUA. We the undersigned call on the President of the United States to support Congressman Faleomavaega's February 17th call that the United States support the struggle of the West Papuan people for freedom, and ask that the United States call upon the United Nations and Indonesia to allow a genuine self-determination referendum in the spirit of the 1962 Indonesian Agreement.

Green MEP backs “Free West Papua”
Green Euro MP Caroline Lucas has given her backing to the Free West Papua Campaign, launched by human rights activist Benny Wenda. Dr. Lucas, who represents the South East, wants an immediate withdrawal of Indonesian troops from Papua, situated on the western half of the island of New Guinea.
She has also urged United Nations Secretary General Kofi Annan to launch an investigation into the role of the UN in the occupation.
 She said: “The people of West Papua deserve an end to the Indonesian military occupation, the exploitation of their rich natural resources and real self-determination.
 “Only this will bring long-term peace to the island and an end to the violence and human rights atrocities to which we bear witness to today”.

Gewetensvraag over Papoea affaire: - Genoeg is genoeg! ( enough is enough) Meer dan 174 parlementariërs en 80 NGO’s vanuit de gehele wereld schreven naar de Secretaris Generaal van de V.N., Kofi Annan met het verzoek een herziening van het gewraakte referendum in 1969 te heroverwegen en op te starten. In de menselijke historie zal de West Papoea affaire als een schandvlek blijven voortleven.Toekomstige generaties zullen zich afvragen: welke fout is er gemaakt in aanmerking genomen, dat goedwillende landen een wet hebben aangenomen inzake de universele verklaring van de mensenrechten. I am writing to urge you to personally intervene and order an investigation into the conduct of the United Nations in West Papua during the Act of Free Choice in 1969 – a shameful episode in the United Nation’s history.
According to the 1962 New York Agreement, the United Nations agreed to protect West Papuans human and political rights and ensure that an act of self-determination in accordance with international practice took place.
I am deeply concerned that the United Nations, which was responsible for supervising the Act of Free Choice, accepted the vote of just 1022 Papuans (less than 1% of the population) who were handpicked by Indonesian security forces and forced to vote to remain part of Indonesia under extreme duress and outright violence. In particular Articles 16, 18 and 22 of the New York Agreement were clearly violated.

A review of the conduct of the United Nations during the Act of Free Choice would not only restore confidence in the United Nations, it would also help resolve one of the core causes of conflict in this conduct of the United Nations during the Act of Free Choice.

A grave injustice was done to the West Papuans. It is time to make amends.

Politiek en Pro Papua:
Het najaar van 2004 werd gekenmerkt door de wisseling van de wacht in Indonesië.
Megawati werd overtuigend verslagen door Yudhoyono. Wat dit voor de toekomst van West Papua zal gaan betekenen, moet nog blijken.
Hij zegde toe de problemen te willen oplossen. Vooralsnog betreft dit de implementatie van de Autonomie wet en het instellen van de Papua Volksraad(MRP).

Dat de Papoea’s via de dialoog het gesprek gaande willen houden en mede op deze wijze van Papua een Zone of Peace willen creëren, is inmiddels meer dan duidelijk.
De rust in Papua is hiermee echter niet hersteld. Dit blijkt wel uit de troepenversterkingen en de militaire operaties in het Puncak Jaya gebied.

In het begrotingsverslag van Buitenlandse Zaken op 3 november 2004 schitterden de politieke partijen, voor zover het Papua betrof, door afwezigheid met traditiegetrouw, als goede uitzondering de Christen Unie, het SGP, die o.a. het Drooglever rapport en het onderwijs ter sprake brachten.
Met de brief dd. 28 februari 2005 informeerde de Stichting Pro Papua 12 buitenland woordvoerders inzake hun bevindingen in Papua.
Op 17 maart 2005 sprak men , op uitnodiging van het CDA in Den Haag, over Papua en het CDA-beleid.
Pro Papua ventileerde bij dit gesprek hun teleurstelling over het feit dat ondanks toezeggingen van b.v. Maxime Verhagen, het CDA-beleid “slecht zichtbaar”is.
Er was dan nog wel een persoonlijk gesprek, maar de vraag is of het wel iets oplevert.

Over de onlusten in het Puncak Jaya gebied werden door de SGP, Christen Unie en de LPF vragen gesteld aan de minister van Buitenlandse Zaken, B. Bot.
In het kort kwam het hierop neer, dat de situatie onduidelijk was en dat de Indonesische regering een onderzoeksteam zou inzetten, doch dat de aanvallen op burgers zouden zijn veroorzaakt door de separatistische groepering OPM.
Op 17 maart 2005 werden de vragenstellers omtrent de laatste ontwikkelingen wederom door Pro Papua geïnformeerd. Men voelde zich “met een kluitje in het riet gestuurd”, omdat:
het exceptioneel geweld betreft
De OPM zich nooit tegen de eigen bevolking keert.
De OPM doorgaans bewapend is met speer en pijl en boog en derhalve niet in staat is duizenden mensen op de vlucht te jagen
Dat deze vluchtelingen traditioneel dezelfde wapens bezitten en derhalve een overwicht zouden hebben op een groep van doorgaans kleine omvang als de OPM.

Als bijlage stuurde Pro Papua de tekst van een uitzending van de Australische SBS-Dateline mee, welke een recent verslag bevatte van de onlusten.
Naar aanleiding hiervan stelden de SGP, Christen Unie en Groen Links opnieuw vragen over de omvang en reikwijdte van het Indonesisch leger in Papua.
Ook nu kwam minister Bot met een verbijsterend antwoord: dat hij geen precieze informatie had en hij had het over een militaire operatie in de tweede helft van vorig jaar en dat de meeste bewoners inmiddels weer waren teruggekeerd in hun dorpen.
Pro Papua zond 7 buitenlandse persberichten naar alle buitenlandwoordvoerders, welke berichten het tegendeel aantoonden en tevens ontving de SGP, Christen Unie en Groen Links van Pro Papua een Australisch studie rapport inzake omvang en werkwijze van het Indonesisch leger in Papua en welk rapport mogelijk minister Bot van nut had kunnen zijn.

Afstudeer scriptie over Nieuw Guinea (West Papua)

Op Vrijdag 28.5.2004 ontving ik een e-mail van Paco de Kromme,
een student maatschappijgeschiedenis van de Erasmus Universiteit Rotterdam.
Hij had zich vooralsnog verdiept in het dekolonisatiedebat m.b.t.
Nederlands-Indië.
Het leek hem echter zinvol zich te specialiseren op de Papoea’s en op 28.5. stuurde hij mij zijn eerste e-mail.
Dit was de aanzet voor verdere samenwerking en vanaf het begin
waren wij zielsverwanten voor wat betreft het trauma West Papua. Hij verbleef een paar maanden op dit paradijselijke eiland en via zijn contacten, ervaringen en bizarre toestanden, nam hij toen het besluit hier een scriptie over te schrijven.

Op 13.4.2005 kwam er een e-mail van Maaike te Rietmole, studente aan de Universiteit Groningen.
Ook hier ging het om een afstudeer scriptie over West Papua.
Met haar had ik ook een e-mail uitwisseling en met goedvinden van Paco heb ik haar met hem in contact gebracht.
Op dat moment verbleef Paco een paar maanden in West Papua en was hij bezig zijn visum te verlengen.
Het is een goede zaak dat studenten dit item oppikken en er zelfs een scriptie over schrijven!
Maaike heeft inmiddels e-mail contact gehad met Paco.
Op dit moment zoekt zij een stage adres voor 3/5 maanden en zal zij binnenkort starten met haar scriptie.

After the fraudulent so-called Act of Free Choice in 1969, West Papua leaders, rejecting the result of the Act of Free Choice, established the Free Papua Movement(OPM) to resist Indonesian colonial rule.
As a powerful sign of resistance, on 1st Juli 1971 Mr. Hendrik Jacob Prai and Zeth Roemkorem were ordered by the leaders of the Free Papua Movement(OPM), Nicholas Jowei and Frans Kasiepo, to raise the West Papua flag in a small village called Waris.
On that day, 34 years ago, the West Papuan people proclaimed to the world that they would continue to fight for freedom. Now in 2005, the Papuan resistance lives on in the hearts of a new generation of Papuan men and women proud to be Papuans and confident that their legitimate right to self-determination will be acknowledged and upheld.

In support of the commemoration of the 34 th anniversary of the proclamation of West Papuan right to independence, I call on the United Nations:

to take immediate action to Reniew the Act of Free Choice 1969
to take immediate action to send a UN Peace Keeping Force before the end of this year to prevent more bloodshed and to end the genocide
to put pressure on the Indonesian Government to withdraw all its military forces from West Papua before the end of 2005.
To immediate appoint a neutral third country to mediate between the West Papuan National People’s Coalition for Independence and the Indonesian Government to the West Papua issue.

Brieven aan kranten.
West Papua, het vergeten volk
Naar aanleiding van een verslag in de Telegraaf van 13.8.2005 over het bezoek van Minister Bot naar Jakarta volgt er ook een exclusief interview met Bots Indonesische ambtgenoot Hassan Wirajuda. Dit interview geeft mij aanleiding voor een reactie.
Minister Bot wil de viering van 60 jaar onafhankelijkheid meevieren en Indonesië excuses aanbieden voor gebeurtenissen in het koloniale verleden.
Gaandeweg is er de behoefte gekomen om de relatie te verbeteren. Minister Bot is nu voor de 4e keer in Indonesië. Niets mis mee!
Wat mij echter uitermate stoort is de taboe sfeer, die er heerst over het West Papua issue.

Kerkelijke organisaties schatten dat er sinds 1962 ca 200000/400000 Papoea’s zijn vermoord.
De Papoea bevolking wordt onderdrukt en het land wordt leeggeroofd en staat bloot aan brutale mensenrechten schendingen.
Zelfs de Amerikaanse Yale Universiteit komt tot de conclusie: dit is genocide.
Het New York Akkoord van 15.8.1962 werd niet nageleefd. Het referendum, Act of Free Choice van 1969 werd een schaamteloze frauduleuze vertoning en vervolgens door de U.N gesanctioneerd.
De Speciale Autonomiewet, no.21/2001 van 1999, juist ingevoerd, omdat de Papoea samenleving onafhankelijkheid eiste en zich wilde afscheiden van Indonesië. Betreffende wet werd niet geïmplementeerd, de Papoea volksraad, MRP, kwam er niet. Keer op keer werden de Papoea’s door Indonesië verraden.
De regeringsperiode van de voormalige president Megawati laat de onwil van de Speciale Autonomie uit te voeren duidelijk zien.De gelden komen niet ter bestemder plaatsen en corruptie, samenzwering en nepotisme worden toegestaan, er is geen supervisie en het Departement van Binnenlandse Zaken blijft doorgaan met onbeschaamde manoeuvres rond de verkiezingen van een gouverneur en vice-gouverneur van de provincie Irian Jaya Barat en andere regionale verkiezingen.
De realiteit is dat de Papoea’s tot het besef kwamen dat er van de vele mooie beloftes niets terecht kwam en op dit moment is er bijna geen enkele Papoea familie, die niet is getroffen door de begane misdaden van het brute Indonesische militaire regiem.
Vel problemen zijn voortgekomen uit het niet serieus nemen van de autonomie wet.
De DAP, Papoea Raad, heeft de autonomiewet nu teruggeven aan Jakarta met als deadline 15.8.2005, als blijk van ongenoegen aan Jakarta over de gang van zaken in hun land, West Papua.
In Nederland, indertijd partij in het New York Akkoord, blijft men zich zeer behoedzaam opstellen in deze gevoelige kwestie.
Via de Stichting Pro Papua en mijzelf worden pogingen ondernomen de Nederlandse politici via brieven en e-mails “standbye” te houden, maar het gegeven, dat er zo weinig naar buiten komt, zegt in deze genoeg.
Ook West Papua is onderdeel van onze geschiedenis en dan is het toch heel frustrerend dat ook het project Drooglever, historisch onderzoek naar de Act of Free Choice, werd geboycot.
Hoezo, normen en waarden!
Er is toch genoeg gebeurd in West Papua om ook politiek eens naar buiten te treden en bepaalde zaken aan een onderzoek te onderwerpen en aan de kaak te stellen!
Moeten wij wachten op een gebeurtenis, zoals in 1994 tussen Hutu’s en Tutsi’s, in dit geval tussen Papoea’s en Indonesische immigranten.
Indonesië hoeft Nederland dus niets te verwijten en voor wat betreft West Papua heeft Indonesië niets om trots op te zijn.


Men zou nu eens de dialoog met de Papoea’s moeten aangaan en het Papoea volk excuses moeten aanbieden voor de begane misdaden.
De huidige President Yudhoyono zou meer moeite moeten doen om mensen die dicht bij het Papoea volk staan, zoals religieuze leiders en Papoea leiders te horen en hen uit te nodigen te spreken om vervolgens te komen tot een dialoog met het Papoea volk.
Men gebruikt nu een racistische houding en negatieve stigma’s, die vervolgens resulteren in zogenaamde militaire veiligheidsoperaties of wat voor naam dat ook krijgt en die resulteren in talloze rapporten van mensenrechten organisaties.

Internationale steun is er echter wel. Het Amerikaanse Huis van Afgevaardigden kwam met ontwerpwetten HR 2601 en dat is een zege voor zowel West Papua als Indonesië.
Sinds het begin is Papoea een internationaal probleem. De overdracht van Nederland van Nieuw Guinea aan Indonesië gebeurde onder druk van de V.S..
De huidige betrokkenheid van de USA moet in dit licht van morele betrokkenheid bij Papoea worden gezien. In de jaren 60 zijn onder invloed van buitenlandse politiek van de USA belangrijke beslissingen genomen, waarvan de invloed op de Papoea’s van het allerhoogste belang is geweest.
Het Drooglever rapport is dus van groot belang, want hiermee kan ook de taboe sfeer worden doorbroken en Nederland worden gewezen op de morele verplichting meer aandacht te schenken aan het issue Papoea.
Gelukkig kan ik melden dat 2 studenten een afstudeerscriptie over de kwestie West Papua schrijven!!

20.8.2005: De struisvogel politiek van Nederland. ( Zie rubriek Genocide)

Verschillende keren was Indonesie” afgelopen week groot nieuws vanwege de viering van de onafhankelijkheid. In verschillende kranten en TV werd hier veel aandacht aan besteed.
Minister Bot bood zelfs na 60 jaar excuses aan, eigenlijk veel te laat, maar het tekent de gevoeligheid, hoe politiek Nederland hiermee worstelt.
In een van de kranten, de Telegraaf, was er een interview met Hassan Wirajuda en kwam ook de Papoea affaire te sprake.
Via de Stichting Pro Papua weet ik, dat deze stichting zich veel moeite getroost om de Papoea problematiek bij de heren politici bekendheid te geven en men aandringt op passende diplomatieke maatregelen. Deze problematiek blijft echter laag op de politiek agenda en de vage diplomatieke antwoorden van Minister Bot blijven erg teleurstellend.
Ook ondergetekende doet moeite de politiek te voeden met e-mail rapporten inzake West Papua.

Frustrerend is het evenwel om in het plaatselijke dagblad “De Gelderlander” eens iets geplaatst te krijgen.
Afgelopen week deed ik weer eens een poging: belde met kantoor Doetinchem en deed mijn beklag waarom er nooit iets werd geplaatst over mijn ingezonden stukken over West Papua. Ik ontving ook nooit een bericht terug. Men stond mij netjes te woord en ik werd doorverbonden met de vestiging in Nijmegen, afdeling buitenland.
Na enige uitleg werd mij toegestaan mijn mening weer te geven in een rapport van maximaal 800 letters.
Zo gezegd, zo gedaan. 2 uur later werd mijn e-mail verzonden: zie e-mail

Groot is mijn verbazing wanneer ik Zaterdagmorgen de Gelderlander lees en mijn verhaal teruglees bij ingezonden stukken, verkracht tot een klein stukje en totaal uit verband getrokken.
Blijkbaar is men gevallen over het woord genocide.
De e-mail stuur ik wel naar andere kranten, het buitenland, waar wel veel steun is voor de Papoea affaire.

Want alhoewel men in Australië ook voorzichtig omgaat met het Papoea issue, zijn er heel veel NGO’s,
AWPA’s en is er de organisatie: CAPCS, Centre for Peace and Conflict Studies.
Betreffende organisatie runt het West Papua Project en ondersteunt de dialoog voor vrede.
Het rapport spreekt over het belang van links met NGO’s, academici en parlementariërs en landen, West Papua en Indonesië.
Van immens belang is de informatie bij het grote publiek te brengen, ook nodig om conflicten tot een goed einde te brengen.

Antwoord van de heer Bot, minister van Buitenlandse Zaken, op vragen van de leden Van der Staaij (SGP), Koenders (PvdA), Haverkamp (CDA) en Van Velzen (SP) over de situatie in West-Papoea.

Vraag 1
Kent u het rapport ‘Genocide in West Papua? The role of the Indonesian state apparatus and a current needs assessment of the Papuan people’? 1)

Antwoord
Ja.

Vraag 2
Hoe beoordeelt u de beweringen die in het rapport gedaan worden over de rol van het Indonesische leger bij illegale houtkap en andere verstorende economische activiteiten, bij het destabiliseren van Papoea door het orkestreren van aanvallen waarvan de schuld bij Papoease onafhankelijkheidsbewegingen gelegd wordt, de illegale wapenhandel, het trainen van anti-Papoea-milities, de prostitutie en de verspreiding van HIV/AIDS? Beschikt u over informatie die deze waarnemingen staaft, of juist in een ander licht plaatst?

Antwoord
Het rapport snijdt terecht een aantal problemen in de provincies West Irian Jaya en Papua aan, zoals de verspreiding van HIV/AIDS, prostitutie, ontbossing en illegale houtkap. Tevens wordt in het rapport, evenals in andere openbare bronnen, melding gemaakt van berichten over de betrokkenheid van het Indonesische leger of elementen daarvan bij de illegale houtkap, het leveren van beschermingsdiensten, de illegale wapenhandel, het trainen van anti-Papoea milities en het orkestreren van aanvallen waarvan de schuld bij Papoease onafhankelijkheidsbewegingen wordt gelegd. Ik beschik niet over informatie die deze berichten kan bevestigen.

Vraag 3
Is het waar dat de Indonesische regering besloten heeft om het aantal troepen op West-Papoea met 15.000 op te voeren? Zo ja, wat is daarvan het doel en welke gevolgen zal dat hebben voor de toch al gespannen verhoudingen op West-Papoea?

Antwoord
Het hoofd van de Indonesische strijdkrachten, generaal Endriartono Sutarto, heeft voor de periode 2005-2009 een uitbreiding van de territoriale troepen in de provincies West Irian Jaya en Papua van de huidige 4800 naar ongeveer 7000 manschappen aangekondigd. Als redenen worden de versterking van de grensbewaking tussen Indonesië en Papoea Nieuw-Guinea en de aanpassing van de militaire structuur aan de nieuwe bestuurlijke structuren in beide provincies genoemd.
Daarnaast is de oprichting van een nieuwe divisie van de strategische reserves (Kostrad) aangekondigd, met een hoofdkwartier met ongeveer 1000 militairen in Sorong, West Irian Jaya. Onder dit hoofdkwartier gaan drie brigades van ongeveer 5000 personen elk opereren, waarvan er één in Sorong geplaatst wordt. Deze nieuwe divisie bestaat niet uit territoriale troepen, maar wordt verantwoordelijk voor de maritieme veiligheid en verdediging van geheel Oost-Indonesië.
De voorgenomen plannen hebben tot veel speculatie en ongerustheid bij Papoeas geleid. Wat de gevolgen zullen zijn van deze veranderingen kan ik echter nog niet aangeven.

Berusten de in hoofdstuk 5 van het rapport opgenomen aantijgingen 2) over mensenrechtenschendingen door soldaten van het Indonesische leger op waarheid?

Antwoord
Het is zeer moeilijk om verifieerbare informatie te verkrijgen uit met name de afgelegen gebieden in de provincies West Irian Jaya en Papoea. Ook de opstellers van het rapport kampen met dit probleem. Ik kan dan ook niet aangeven in hoeverre de aantijgingen in het rapport op waarheid berusten.

Vraag 5
Welke activiteiten zult u, afhankelijk van uw antwoord op de vorige vragen, ondernemen om deze problemen op de politieke agenda te krijgen? Bent u bijvoorbeeld bereid u ervoor in te zetten dat de Verenigde Naties toegang krijgen tot het gebied, zowel om zicht te krijgen op de mensenrechtensituatie ter plaatse, als om de humanitaire noden te inventariseren?

Antwoord
Ik heb de situatie in Papoea bij iedere gelegenheid die zich daarvoor leende, opgebracht bij de Indonesische autoriteiten. Ook tijdens mijn recente bezoek aan Indonesië ter gelegenheid van de zestigste onafhankelijkheidsviering is deze situatie besproken, zoals u is meegedeeld in het verslag van dit bezoek (d.d. 30 augustus 2005). Nederland zal zich blijven inzetten voor verbetering van de situatie op Papoea, zowel in bilateraal als in EU-verband.

Vraag 6
Heeft het bezoek van de troika van EU-ambassadeurs aan West-Papoea, waaraan u refereerde in uw antwoorden op eerdere Kamervragen 3), reeds plaatsgevonden? Zo ja, wat heeft dit bezoek opgeleverd? Zo neen, waarom niet en wanneer zal het bezoek dan wel plaatsvinden?

Antwoord
Dit bezoek heeft nog niet plaatsgevonden. Nederland blijft er in Brussel en in Jakarta bij het EU-voorzitterschap op aandringen om dit bezoek zo spoedig mogelijk te doen plaatsvinden.

4.10.2005: via FKMCPR en Pro Papua – West Papoea demonstratie in Den Haag.
Om ca. 12.00 waren de eerste mensen al aanwezig om voorbereidingen te treffen voor de West Papoea demonstratie op het Malieveld.
Onder de aanwezigen Benny Wenda(Demmak), lobbyist vanuit Engeland en Richard Samuelsen van www.freewestpapua.org.
Het geheel was georganiseerd door de Nederlandse Stichting Pro Papua.
Mr. Oridek Ap leidde de Papoea groep in traditionele kledij met rituele dansen en liederen.
Achter de groep schaarden zich ca. 200 mensen, waaronder veel Nederlandse Nieuw Guinea (West Papua) veteranen, Papoea’s en hun Melanesische broeders, om steun te betuigen voor de Papoea strijd op onafhankelijkheid.
Voor het regeringsgebouw werd een petitie overhandigd aan Cees van der Staay, SGP en Tineke Huizinga-Heringa (Christen Unie).
Ondanks dat iedereen was uitgenodigd was er aanvankelijk niemand te bekennen en een telefoontje naar Evert Jan Brouwer deed wonderen.
Het Ministerie van Buitenlandse Zaken, inclusief Min. Bot let hier verstek gaan en in de media kwam er alleen een stukje in het Nederlands Dagblad, geplaatst op 1.10.2005 met als kop: “Papua laatste militaire speeltuin”
Een medewerker van Pro Papua werd nog geïnterviewd, waaruit bleek hoe gevoelig het item West Papua bij politiek en media ligt.

Mijn speech in het nederlands ter gelegenheid forum-debat in Leiden.

West Papoea - De Stilte Doorbroken-

Graag wil ik Pieter-Jan bedanken voor de uitnodiging om hier vanavond in Leiden mijn bijdrage te leveren aan dit forum/debat over West Papua.
In 1962 voer ik als dienstplichtig militair bij de marine in de wateren rondom Nieuw Guinea en heb daar de overdracht aan Indonesië meegemaakt.
15 Augustus 1962 staat nog op mijn netvlies en zal ik nooit vergeten. De mededeling van een staakt het vuren kwam als een donderslag bij heldere hemel en op ons schip viel een doodse stilte.
Bij thuiskomst eind 1962 verbaasde ik mij al over de weinig transparante en vaak onjuiste berichtgeving en frappant was dan ook de notitie in mijn dagboek: de eerste 10 jaar zullen wij weinig of niets over Nieuw Guinea horen en ironisch genoeg heeft die stilte nog veel langer geduurd. Het werden 40 lange jaren en de eerste spaarzame boeken verschenen pas in de jaren 90.

Bij toeval ontdekte ik pas in het voorjaar van 2002 via de HAPIN site, wat er zich na 1962 in West Papua had afgespeeld. Via allerlei links las ik zelfs de brief van J.F. Kennedy aan de Nederlandse regering om Nieuw Guinea op te geven, de achtergronden en handelingen van bepaalde personen achter de schermen en las ik de eerste rapporten van mensenrechten organisaties over begane misdaden tegen de Papoea bevolking.
Dit gegeven, afgezet tegen mijn eigen achtergrond, wekte een zekere woede en verbazing, waarom de wereld Indonesië zo lang zijn gang heeft laten gaan en waarom er zo weinig over West Papua werd gepubliceerd.


Toen ontstond het idee om een eigen website over West-Papua – Het verloren volk- op te zetten met als doel het publiek zo breed mogelijk te informeren en een boekje open te doen over bepaalde gebeurtenissen.

Vanavond hoop ik U duidelijk te maken wat de reden zou kunnen zijn van de Nederlandse politiek en media om het Papoea gebeuren, het historische trauma, te willen begraven.

In 2002 was er om die reden nog niet zoveel oppositie, in het buitenland waren die remmingen veel minder en de bronnen voor mijn website verkreeg ik dan ook via buitenlandse journalisten, mensenrechten organisaties, NGO’s etc.

Vooralsnog hield ik mij bezig met de periode 1962 en in hoofdstuk 1 volgt er een verslag van de militaire schermutselingen, het aantal gesneuvelden, militaire sterkte en de dreiging van een complete oorlog, waarbij Nederland alleen zou komen te staan. Op het eind van hoofdstuk 1 wordt al melding gemaakt van het woord genocide, hetgeen werd afgeleid van het aantal omgekomen Papoea’s (100000) op het aantal inwoners in 1962 van ca. 700000/800000.

Er wordt veel aandacht besteed aan de politieke moord op Papoea leider Theys Eluay op 10.11.2001 en de Freeport overval op 30.8.2002.
Beide gebeurtenissen trokken wel media aandacht en hebben zeker in het buitenland bijgedragen tot veel meer publiciteit en oppositie.
De moord op Theys Eluay begaan door militairen van de Kopassus, veroorzaakte zoveel opschudding, dat deze zaak voor een militair tribunaal kwam en waarbij een paar Kopassus militairen lage straffen werden opgelegd. De verantwoordelijke kolonel Hartomo ging vrijuit en wie hem de opdracht gaf bleef een mysterie.
De Freeport overval veroorzaakte in de V.S. nog meer tumult, omdat bij deze overval 2 Amerikaanse onderwijzers omkwamen.
Patsy Spier raakte hierbij gewond, maar haar man Rick Spier overleed ter plekke.
Eenmaal terug in Amerika beklom zij de barricades en benaderde allerlei senatoren, hetgeen zelfs resulteerde in het niet hervatten van het IMET militaire hulpprogramma.
Dit Amerikaanse hulpprogramma was namelijk gestopt vanwege de gebeurtenissen in Oost-Timor in 1999.
President Bush had de intentie betreffende hulp weer te hervatten in het kader van zijn anti terrorisme campagne.

In 2000 had de V.S. al voorwaarden gesteld voor een eventuele hervatting van die hulp, Indonesië zou het democratiseringsproces in gang zetten, legerhervormingen doorvoeren, schuldigen van mensenrechten schendingen voor het gerecht brengen en veroordelen en men zou de samenwerking van het militair tribunaal met de civiele rechterlijke macht bevorderen.
Hier is helaas niet veel van terecht gekomen en mede dank zij de lobby van Patsy Spier en mensenrechten organisaties kwam er geen goedkeuring van het Amerikaanse Congres.
Samen met John Rumbiak, supervisor van Elsham, organiseerde zij een toer spreekbeurt langs de Amerikaanse West-kust en zoals U op de website kunt lezen, komen zelfs Amerikaanse senatoren in actie.

Indonesië is niet in staat gebleken aan de gestelde voorwaarden te voldoen, De lobby vanuit het Indonesische militaire circuit met steun van marionet Megawati Sukarnoputri was waarschijnlijk te sterk om dat te doorbreken en vanwege de enorme corruptie wordt zelfs de rechtsgang ernstig belemmerd, omdat zelfs goedwillende rechters worden geïntimideerd.

De affaire West Papua hield mij steeds meer bezig en in contacten met andere mensen, kwam vaak de geijkte vraag: Wat denk je hiermee te bereiken? en helaas getuigt dit van grote onwetendheid.

Eind 2003 ging ik met Erik Markus voor het eerst na 41 jaar weer terug naar Papua en verbleef daar een maand om bepaalde zaken op hun merites te checken.
De conclusie was duidelijk: de chaos is compleet en de vele interviews indiceren dat de beschreven gebeurtenissen op de website niet zijn overdreven, in tegendeel.
In Biak vertelde mijn gids wat zich daar in 1998 had afgespeeld, waarbij ca. 100 Papoea’s, mannen, veel vrouwen en kinderen bijeen werden gedreven en in 3 marine fregatten werden afgevoerd. Aan boord moeten zich hartverscheurende toestanden hebben afgespeeld, vrouwen werden verkracht en allen werden beestachtig afgeslacht en in zee gedumpt.
Veel Papoea’s werden opgesloten en bleven verstoken van medische hulp.
Het gebeuren is opgetekend door de Australische journalist Kel Dummett en kreeg alleen daar enige publiciteit. Tot een rechtszaak is het nooit gekomen.
Wij ontmoetten Mathias Melkianus Owam, leider van de OPM.
Wij ontmoetten pater Jan Frank, vele Papoea’s en zelfs Nederlanders.
De problemen zijn immens, problemen die oorzakelijk zijn terug te voeren in de historie, die achter ons ligt.

Cruciaal is, dat de steun van bevriende landen voor Nederland wegviel en de tijdspanne om Papoea’s goed voor te bereiden en te helpen, werd bekort. Wanneer dan het New York akkoord van 1962 niet naar de letter wordt uitgevoerd en men Indonesië ongecontroleerd zijn gang laat gaan, wordt ook het referendum van 1969 een farce.
Een referendum is een volksstemming en als die naar behoren, dus democratisch was uitgevoerd, zouden ca 95% van de Papoea’s tegen annexatie hebben gestemd.
De V.N. , Australië en Nederland lieten Indonesië ongestoord hun gang gaan en hielpen zelfs om de inlijving kritiekloos te laten verlopen.

In een rapport van Moses Werror wordt precies aangegeven hoe Indonesië het referendum manipuleerde en zich niet hielden aan de vastgelegde afspraken.
En hoewel de V.N. de geëigende instantie is om op te komen voor inheemse volkeren, werden zelfs de eigen V.N. waarnemers overruled en een Papoea delegatie met o.a. Willem Zongonau en Clemens Runawery, die wilde afreizen om hun zaak bij de V.N. te bepleiten en inlichtingen wilden verstrekken over de gebeurtenissen inzake het referendum, werden op aandrang van Indonesië in Australië tegengehouden.
V.N waarnemers moesten Papoea’s in de overgangsperiode voorbereiden en begeleiden voor het referendum, maar kwamen veel te laat, te gering in aantal en wanneer zij eindelijk opdraven in 1968, hebben zij geen bewegingsvrijheid.

De V.N. is misbruikt om de belangen van belanghebbenden veilig te stellen en de affaire West Papua zou eigenlijk voor het Internationale Hof in Den Haag moeten worden gebracht om deze schandvlek weg te poetsen en de Papoea’s alsnog de mogelijkheid te bieden hun eigen keuze te bepalen.
Ook de omstandigheden, hoe de 1025 Papoea kiesmannen werden behandeld, geïndoctrineerd, om pro Indonesië te stemmen worden vermeld. De meeste waren ook analfabeet.
Ook de Britse academicus John Saltford verrichtte onderzoek en schreef een boek, hetgeen uitvoerig op de website is beschreven.
Het was een schandelijke gebeurtenis en een van mijn grootste grieven, naast de mensenrechtenschendingen en de genocide.
Bij toeval had ik een ontmoeting met Ds. Hokojoku, een van de kiesmannen en de terugblik op die periode vervult hem met schaamte en spijt.
Daarbij komt dat de Papoea’s überhaupt geen inspraak hadden in het hele proces, het is hun land, woongebied, maar daar werd achteloos aan voorbij gegaan.
De Papoea’s werden gewoon ontrecht en voelden zich duidelijk verraden en het is diep tragisch dat het New York akkoord met daarop aansluitend het gemanipuleerde Referendum van 1969 zo’n dramatisch vervolg zou krijgen.

Wanneer de Nederlanders dan vertrekken op 1.10.1962 begint direct de grote verandering. Ondanks de UNTEA bemiddelingsmacht kwamen de Indonesiërs als bezetters, misdroegen zich en vernederden, mishandelden en vermoorden Papoea’s en als tegenmaatregel gingen Papoea’s in het verzet, de OPM.
In 1965 kwam er een aanval in Manokwari met als gevolg zeer gewelddadige represaille maatregelen met bombardementen op dorpen, waarbij veel Papoea’s de dood vonden.
In de blinde jacht op vermeende OPM leden werden zelfs Papoea vrouwen in verwachting aan de bajonet geregen en was de toon gezet.--- Waar zijn nu die V.N. waarnemers?
In de aanloop naar het referendum in 1969 zijn er al 30000 Papoea’s vermoord.
In de jaren 70/80 vonden er bombardementen en acties plaats in verschillende gebieden, zoals Paniai, de Baliem vallei, de Wisselmeren, Arfak gebergte en waren er geheimzinnige verdwijningen. Omdat ook de leefomstandigheden werden verwoest en er veel ouderen wegvielen, stierven er nog meer Papoea’s.
Als de Nederlandse politiek toen alert was geweest en het Prof. Drooglever project had opgestart, was het waarschijnlijk nooit zover gekomen.
De Papoea affaire zat echter goed in de doofpot en daar moest het blijven. Er was geen eer mee te behalen, men had zichzelf verloochent en de politiek zat in een Gordiaanse knoop.
Mensen buiten de politiek lanceerden hun ideeën bij J.F. Kennedy en hebben de gang van zaken beïnvloed.
In 2004 en ook dit jaar waren er weer diverse razzia’s, o.a. in de Puncak Jaya en nabij Wamena , waarbij duizenden Papoea’s hun toevlucht zochten in de jungle. Grote gebieden werden afgesloten en journalisten en mensenrechten organisaties, zoals Elsham kregen geen toegang tot het gebied en hun leden werden zelfs bedreigd.
De leger vindt, dat onder het motto: de eenheidsstaat te bewaren, alles is geoorloofd.

Zo kreeg ik een videoband, waarbij Ds. Socrates Sofyan Yohman verslag doet over operaties van de TNI, waarbij kerken en scholen, kampongs werden platgebrand. Zelfs werd er een geestelijke, Elisa Tabuni uit de kerk gehaald en vermoord.
De band toont ook beelden over hulp en training van het leger aan militie groeperingen, o.a. Laskar Jihad en de aan el- Qaeda gelinkte groep, Jemaah Islamiyah, met de intentie deze in te zetten tegen de Papoea bevolking, zoals wij ook in Oost Timor en Sulawesi hebben zien gebeuren.
Betreffende band heb ik doorgestuurd aan Evert Jan Brouwer van de SGP fractie.
Hierbij is het gebleven, want pogingen de media, dagbladen, TV, hiervoor te interesseren, liepen op niets uit.
Door de contacten met Evert Jan Brouwer, hem te voorzien van relevante informatie, ook via Stichting Pro Papua, kwamen er wel Kamervragen, maar de antwoorden van Minister Ben Bot bleven onbevredigend



De politiek in het algemeen heeft zich ook hopeloos verkeken op de vrijheidsdrang van het Papoea volk. De Papoea’s plegen vanaf het begin verzet en plegen nog steeds verzet en willen maar een ding: “vrijheid”
Als een der eerste gebruikte ik voorzichtig het woord genocide. Inmiddels is duidelijk dat na de Amerikaanse Yale Universiteit nu ook John Wing van de Universiteit van Sydney met een rapport is gekomen. Met gevaar voor eigen leven hebben moedige politieke activisten, mensenrechten medewerkers en kerkelijke netwerken hun steentje bijgedragen.

Op de website wordt een aantal slachtoffers genoemd van 100000, maar kerkelijke instanties hebben het over 200000/400000 en Dr. Kees Lagerberg noemt het getal 300000.

Op een seminar in Almelo kwam ook de Duitse organisatie, Netzwerk, met 2 vertegenwoordigers.
Herr Zöllner en Herr Hummel hielden een prima spreekbeurt met als thema “the circle of impunity”, de straffeloosheid. Mijn vraag over de genocide werd bevestigend beantwoord en men stelde, dat in de binnenlanden van Papua naar hun stellige overtuiging genocide werd bedreven, vooral kroesharige Papoea’s zouden de dupe zijn.
In rapporten kan men lezen welke tactieken er worden gebruikt om de Papoea bevolking te minimaliseren.
Men probeert het HIV/Aids virus onder Papoea’s te verspreiden, varkens worden besmet en er worden voorvallen in scene gezet om Papoea’s te provoceren om vervolgens hard te kunnen optreden.
Elke Papoea kan maar zo worden opgepakt en kunnen zo maar van de aardbodem verdwijnen.
Het HIV virus, begonnen in de omgeving van Merauke, heeft helaas een grote vlucht genomen en er wordt gesuggereerd dat het door middel van Indonesische prostituees en Thaise vissers werd verspreid.
Ook de bekende Indonesische mensenrechten advocaat Munir werd vergiftigd, waarbij zelfs de BIN inlichtingendienst en directieleden van Garuda van medeplichtigheid werden beschuldigd.
De weduwe, Mevr.Suciwati werd meerdere malen bedreigd en er werd zelfs een dode kip bezorgd!

Wellicht is ook de maker van de film, die wij hebben gezien, Mark Worth op 29.1.2004 in Jayapura vermoord. Er werd geen autopsie verricht en hij werd direct begraven. In November had hij nog meegewerkt aan film opnames, uitgezonden op SBS Date-line, waarin OPM leiders een oproep plaatsten aan de internationale gemeenschap om hulp te bieden en te proberen de vreedzame dialoog op gang te brengen.
10 dagen na de uitzending werden 10 Papoea’s , die aan de film hadden meegewerkt door Indonesische militairen in hun slaap overvallen en vermoord
De invloed van hoog geplaatste militairen heeft een enorme impact en door hun lobby inspanningen weet men de bestaande toestanden te laten voortduren en veel zaken te verdoezelen.

Er is nog steeds een koloniaal bewind en het is dan ook tragisch dat juist Indonesiërs veel van sommige feodale Hollanders uit vroeger tijden hebben overgenomen. Men gedraagt zich duidelijk superieur aan de Papoea’s en deze desastreuze aanpak, de onderdrukking, is gewoon heel verkeerd gevallen.
Juist bij Papoea’s, een vrijheidslievend volk, is het hard aangekomen dat men keer op keer is bedrogen en dat goede initiatieven, zoals de dialoog, worden genegeerd.
Beloftes worden niet nagekomen.

De speciale autonomie wet werd in Oktober 2001 door het Indonesische parlement goedgekeurd. Mensen, die deze wet verwierpen, werden beschouwd als separatisten en om die reden werd Theys Eluay vermoord. De autonomie wet werd echter ook niet naar de letter en geest uitgevoerd, werd vertraagd, verkracht en de daarbij behorende Papoea Volks raad, MRP, het hart van de speciale autonomie, werd afgezwakt en kwam er maar niet.
Op 1 November wordt dan eindelijk de MRP ingesteld, alleen voor de provincie Papua, maar ook deze verkiezing geschiedde niet democratisch en had meer weg van een herhaling van de Act of No Choice. Religieuze leiders keerden zich tegen en het grote wantrouwen komt weer helemaal aan de oppervlakte.
Ook Tom Beanal is van mening dat de verkiezing ondemocratisch verliep en ook de secretaris van de Papoea Volks Raad, Willy Mandowen, stelt dat de betreffende afgevaardigden niet de keuze van de Papoea’s zelf vertegenwoordigt.
Men wil nu een eigen volksraad formeren, want de Indonesische trukendoos schijn nooit leeg te raken.

Als men de website leest moet men wel tot de conclusie komen; De Papoea’s hebben groot gelijk, dat men de speciale autonomie wet symbolisch heeft teruggegeven.
Indonesië heeft gerekend vanaf 1969, 36 jaar de tijd gehad orde op zaken te stellen, maar in plaats daarvan is men eind 1962 al begonnen met het land leeg te roven en Papoea’s het leven zuur te maken, ja zelfs te vermoorden en te vervolgen. De opbrengsten vloeien naar Jakarta en men ziet er weinig voor terug.
Op de website wordt keer op keer de invloed van het militaire bewind benadrukt. Naar mijn bescheiden mening vormt dit bewind een staat in een staat en als het woord Indonesië wordt gebruikt, moet men dat eigenlijk interpreteren als een regering met grote militaire input en macht. In Papua maken militairen de dienst uit, hebben zakelijke belangen en begeven zich in allerlei illegale praktijken en moeten hun soldij maar zelf zien op te schroeven. Het is een verziekend systeem, wat corruptie in de hand werkt.

Ook zijn er grote geldstromen vanuit de V.S. voor politie en leger in het kader van de strijd tegen het terrorisme en er moeten grote vraagtekens worden gezet hoe dit geld wordt benut.
Vanuit Jakarta worden gelden voor ontwikkelingshulp beschikbaar gesteld, maar het geld komt niet terecht waar het voor is bedoeld.







Mensenrechtenschendingen worden door militairen en militie groeperingen bedreven, vaak uitgelokt en als er al zaken voor een gerecht komen, dan is dat een militair tribunaal met als uitkomst “the circle of impunity”.
Wij kennen de Abepura case, waarbij de aangeklaagden, generaal Usman en politiechef Sihombing vrijuit gaan.
Wij kennen de strafmaat als het gaat om Papoea’s: zie het vlag incident, waarbij Philep Karma en Yusak Pakage een gevangenisstraf werd opgelegd van resp. 15 en 10 jaar. Betreffende demonstratie was zelfs aangevraagd.
Hoe het afloopt met beruchte oorlogsmisdadigers, zoals Eurico Guterres, hij kreeg 10 jaar gevangenisstraf opgelegd, maar is nog steeds op vrije voeten en is zelfs in West Papua gesignaleerd.

Deze straffen staan in schril contrast met ernstige delicten tegen de mensheid, begaan door hoge Indonesische officieren en die zich niet behoeven te verantwoorden. Zie de Oost-Timor affaire.

In veel aangelegenheden staan Papoea’s buiten spel en krijgen ook geen kansen. Men voelt zich geknecht en vernederd en ondanks de gekozen Ghandi methode om via de dialoog bij hun koloniale machthebbers gehoor te vinden voor hun wensen, keert Jakarta zich af en wordt met harde hand opgetreden om politieke kwesties op die manier op te lossen. Indonesië weet niet om te gaan met de gekozen Papoea tactiek en volhardt in de gekozen weg van onderdrukking en terreur. West Papua werd illegaal opgedeeld. Men acht het nodig troepenversterkingen te sturen en ook de BIN(inlichtingendienst) werd sterk uitgebreid met als gevolg dat de bewegingsvrijheid van Papoea’s nog meer aan banden wordt gelegd.
Nog niet zo lang geleden werd ook Nederlandse volksvertegenwoordigers de toegang geweigerd en een journalist van de Volkskrant kon zijn hotel niet uit.
Indonesië heeft gewoon veel te verbergen en de wereld heel veel uit te leggen!

In de Hollandse tijd was dat wel even anders, toen was het ook een koloniaal gebied, maar de omgang was kameraadschappelijk en qua zorg en onderwijs was er de intentie en de wil om Papoea’s te helpen en liepen militairen niet zoals nu, bij wijze van spreken, met de bajonet op het geweer.

Voor wat betreft West Papua heeft de Nederlandse politiek zich van haar slechtste zijde laten zien:
Nederland was een partij en zit met een groot schuldgevoel door de V.N en Indonesië hun gang te laten gaan en vooral niet tegen het hoofd te stoten.
Nederland en Indonesië zijn beide lid van de V.N., maar het handvest, eerbied voor rechten en vrijheden te bevorderen, blijkt nu een te ver van hun bedshow.
Men zag het gelaten aan: Het hoefde geen nadeel te zijn om onderdeel van Indonesië te worden en de toenmalige premier de Quai zei: “wij zwijgen en God zegene U.” Hieraan heeft de Nederlandse politiek goed gevolg gegeven en verraad gepleegd aan hun eigen principes. Men weet wat er is gebeurd, maar niemand voelt zich geroepen bepaalde gebeurtenissen tegen het licht te houden.
Het blijft stil, maar----
“When truth is replaced by silence, the silence is a lie”
Onze Minister van Buitenlandse Zaken, Dr. B. Bot doet alsof zijn neus bloedt en doet zijn uiterste best zijn relatie met zijn Indonesische collega Wirajuda niet te beschadigen en doet zelfs de uitspraak dat het onderzoek van Prof. Drooglever er niet toe doet, terwijl dit een regeringsopdracht was en de aanzet is voor historisch onderzoek.-- (beetje dom)
Bij de viering van 60 jaar onafhankelijkheid in Indonesië, gaf hij wel toe dat Nederland in de periode 1945-1949 aan de verkeerde kant van de geschiedenis stond - wij negeerden de wensen van het Indonesische volk – separatisten vochten toen voor hun vrijheid.
Tot overmaat van ramp doet de VVD parlementariër Hans van Baalen, tijdens zijn bezoek aan Indonesië, er nog een schepje bovenop: “West Papua is integraal onderdeel van Indonesië en wat vroeger is gebeurd, moeten wij maar eens vergeten “.
Hoe West Papua dan integraal onderdeel is geworden wordt gemakshalve verzwegen en over de gebeurtenissen in West Papua wordt met geen woord gerept.

Kofi Annan ziet nu de noodzaak in om de V.N. te reorganiseren omdat de geloofwaardigheid van dit instituut in de gevarenzone is terechtgekomen. De mensenrechten Commissie UNHRC zou een grotere rol moeten spelen.
Wat b.v. te denken van de toestanden in Rwanda, waar in 1994 800000 Hutsi’s en Tutsi’s werden afgeslacht en men na 10 jaar dan tot de conclusie komt: dit mag niet meer gebeuren.
Ook Australië koos eieren voor zijn geld en was beducht voor zo’n groot achterland met moslims, men koos voor stabiliteit. Ook Australië is erbij betrokken en houdt “the secret story”verborgen.

Ook in Indonesië zelf zijn er trauma’s te bespeuren. De dreiging van het communisme verschafte Indonesië de gelegenheid te doen wat het heeft gedaan met medewerking van westerse regeringen die hun zakelijke belangen in het vizier hielden.
In 1965 verschafte de Amerikaanse ambassade via Adam Malik, de toenmalige Minister van Buitenlandse Zaken aan Pres.Sukarno / Gen. Suharto ca. 5000 namen, waarvan de meeste communist en lid waren van de PKI. Men gaf het groene licht tot een ongekende klopjacht en 500000/1milj. tot zelfs 3 milj. mensen werden omgebracht, waaronder 6 generaals. In 1970 zaten nog 70000 mensen gevangen, waarvan er ca 200 werden veroordeeld.
25 jaar na de coup werden er zelfs nog gevangenen geëxecuteerd. Dit zijn onmenselijke toestanden!
Carmel Budiardjo, medewerkster van Tapol, de Indonesische mensenrechtenorganisatie was zelf slachtoffer en doet moeite Suharto, voor zijn misdaden tegen de mensheid berecht te krijgen.
Een CIA studie spreekt over de ergste massa moord in de 20e eeuw
Over de achtergronden van deze genocide is tot op heden weinig bekend en ook hier worden geen pogingen ondernomen om dit transparant te maken. Betreffende holocaust werd ontkend, verdrongen en begraven en Suharto, de architect van dit drama, werd de grote financiële overwinnaar. Het heeft zeker bijgedragen tot de ommezwaai van de V.S. tegen Nederland.

In Oost Timor werden 200000 mensen afgeslacht en ook West Papua bleef niet gespaard.
Ook Atjeh werd meedogenloos aangepakt, maar “geholpen” door de tsunami kwam er een succesvolle vredesregeling tot stand.
Mensenrechten schendingen zijn in West Papua al vanaf 1962 aan de orde van de dag en vele hooggeplaatste militairen die hun sporen qua schendingen hadden verdiend, kwamen ook in West Papua terecht.
Generaal Simbolon diende ook in Oost Timor, kwam naar West Papua en onderhield nauwe banden met Freeport. Voor zijn verdienste kreeg hij US $ 247705,- uitbetaald. Zie rapport op: www.globalwitness.org

De Freeport goud en kopermijn is echter een Amerikaans bedrijf en kan hiervoor zelfs worden veroordeeld omdat uitbetalen van smeergeld aan buitenlandse functionarissen, valt onder de U.S. Foreign Corrupt Practices Act.--- Freeport betaalt de TNI voor bewezen diensten.
Henry Kissinger kreeg in de periode van 1995/2001 jaarlijks $500000, uitbetaald en als men weet wat rondom Freeport allemaal is gebeurd, kan men hier spreken van bloedgeld.
Hoge militairen zoals Damiri en Wiranto, en politiechef Silaen
zijn ook veroordeeld voor misdaden tegen de menselijkheid, maar ook zij vallen onder de straffeloosheid.
Veel van dergelijke lieden bezetten sleutel posities en komen nog in aanmerking voor promotie. Wiranto was zelfs presidentskandidaat. Hoezo legerhervormingen---.


West Papua is evenwel een apart geval: het is een land met een bijzondere inheemse bevolking en hebben niets gemeen met Indonesiërs, --is heel lang buiten beeld gebleven, waar niemand eigenlijk interesse in had.
In 1855 kwamen de eerste zendelingen, Ottow en Geissler en pas na 1950 kwam er vanuit Nederland enige politieke interesse, maar er kwam geen adequate aanpak, ook door een tekort aan geschoolde ontwikkelingsambtenaren.
In 1956 deed men nog een verwoede poging om voor de Amerikanen het imago van het koloniale beeld nog wat op te krikken. Een van deze promotiefilms ontaardde echter in de bekende “Ajam affaire”
Dat was veel te laat, want in de laatste jaren voor 1962 werden er pas daadwerkelijk pogingen ondernomen Papoea’s op leiden en voor te bereiden voor zelfbeschikking cq onafhankelijkheid.
Er werden vage Nederlandse toezeggingen gedaan en in 1961 werd de onafhankelijkheid uitgeroepen en een Papoea raad ingesteld met 28 leden. Er kwam zelfs een vlag, de Morningstar en een volkslied en zelfs de Koningin stelt: de Papoea’s hebben recht op vrijheid en onafhankelijkheid en dit zorgde voor misopvatting.

Het mocht allemaal niet meer baten. -- Ook in West Papua was er dus sprake van genocide en het gegeven dat in Nederland hier zo weinig ruchtbaarheid aan werd gegeven, is veelbetekenend en ook ronduit beschamend.

In de Nederlandse geschiedenis zijn er grote gaten gevallen en een van die gaten betreft West Papua.
Want het is natuurlijk erg hypocriet te praten over normen en waarden, terwijl men bepaalde gebeurtenissen in de Nederlandse geschiedenis probeert te begraven.
Men wist ook nooit om te gaan met Indië- gangers en vele Hollandse families weten te vertellen: mijn oom praat daar nooit over.
Historisch onderzoek is dus erg belangrijk en biedt de media de mogelijkheid in te springen op zaken die men tot dusverre heeft willen vermijden.

West Papua is onderdeel van onze geschiedenis en wanneer men weet wat zich daar vanaf 1962 heeft afgespeeld, o.a. genocide, ernstige mensenrechten schendingen, de straffeloosheid, de transmigratie, Javanisering, gedwongen verplaatsingen, de onderdrukking en men tot op heden, ondanks talloze rapporten, meestal uit het buitenland, anno 2005, de grote stilte in de Nederlandse politiek maar niet kan doorbreken, dan gaat men toch twijfelen aan het moreel van onze Nederlandse politici.
Het Papoea gebeuren heeft Nederland als voormalig koloniaal machthebber een politiek trauma bezorgd, maar men kan een compleet inheems volk toch niet aan zijn lot overlaten.
Minister Bot schijnt nog niet goed op de hoogte te zijn, te oordelen naar zijn antwoorden op de Kamervragen die hem zijn gesteld.
Toen er in Srebenica 1500 moslims werden afgevoerd en vermoord in een beschermde Nederlandse enclave, waren er wel Kamer debatten en wat voor politieke opwinding bracht een marinier niet teweeg, die een Irakees doodschoot bij een plundering. Betreffende zaken werden echter wel breed uitgemeten in de media.
Nu kan men stellen: West Papua is een interne Indonesische aangelegenheid, maar mensenrechtenschendingen, genocide zijn van een andere orde, dit zijn zaken, die door geen enkel politiek belang kan worden getolereerd.
Het is dan ook een onthutsend beeld dat het grote Nederlandse publiek zo ontwetend is en geen weet heeft van het Papoea trauma, bewust gecreëerd door politiek en media.

Wat is er mis met het vak geschiedenis? Jonge mensen krijgen te maken met deze grote gaten en weten niets van deze materie.
Een schoolvoorbeeld daarvan is mijn bezoek aan een veteranen réunie in Doetinchem voor Indië en Nieuw Guinea gangers. Dit verhaal heb ik ook opgetekend op de website.
Er waren goede sprekers, ook iemand van defensie, maar het woord Nieuw Guinea, West Papua was niet gevallen. Toen ik ongevraagd de microfoon pakte en de oud-Indië gangers aansprak over hun trauma en een pleidooi hield over West Papua en hun de vraag stelde of iemand in de zaal wist of er in West Papua genocide had plaatsgevonden, kon men een speld horen vallen.
Bij deze mensen sloeg het in als een bom, terwijl deze mensen toch erg met hun geschiedenis bezig zijn en van de gebeurtenissen ruim 10 jaar later, bijna niets weten.
Veel van deze dienstplichtige Indië- veteranen verbleven 3 jaar of langer in Indonesië en velen hebben er littekens aan over gehouden. Dat waren toen der tijd ook jongens van 20,21 jaar en 6000 jongens keerden niet meer terug.


De Papoea’s voeren al heel lang een ongelijke strijd en het wordt hoog tijd dat ook Nederland een handje helpt om de Papoea’s in hun overlevingsdrang te laten overleven. Bij goed regeringsbeleid behoort ook openheid richting kiezers en verantwoordelijkheid nemen.
De Stichting Pro Papua, met veteranen in het bestuur, zet zich in voor de Papoea bevolking, maar hun vele acties ondervinden nog weinig weerklank en de gestelde vragen in de Tweede Kamer worden behoedzaam omzeild!

Gelukkig komt er in Nederland nu steun uit onverwachte hoek.
Dat ik hier ben uitgenodigd is de verdienste van Pieter-Jan Paulussen, van wie ik op 28.5.2004 een e-mail kreeg met de mededeling dat hij een scriptie over de West Papua affaire wilde schrijven en of ik hem behulpzaam zou kunnen zijn. Nadien verbleef hij 3 maanden in West Papua en hoef ik hem niets meer te vertellen.
Op 13 April dit jaar kwam er een e-mail van Maaike te Rietmole, die studeerde in Groningen en ook zij schrijft een scriptie en staat in onderling contact met Pieter-Jan.
Het waren gelukkige momenten en bijna elke dag merk ik, dat de steun voor het Papoea gebeuren toeneemt en dat ook Papoea studenten zich daadwerkelijk inzetten om richting te geven aan hun eigen toekomst.

Ook de verschillende organisaties weten elkaar steeds beter te vinden en hun onderlinge samenwerking vormen een krachtige impuls voor de Papoea’s, die nog een lange , moeilijke weg hebben af te leggen.
Men heeft ook uitstekende Papoea ambassadeurs in het buitenland, Viktor Kasiepo, Zachi Sawor, Oridek Ap in Nederland, Benny Wenda in Engeland, Jakob Prai in Zweden, John Rumbiak, actief in de V.S. en Jacob Rumbiak is actief in Australië en in Canada kreeg Yan Christian Warinessy, nog maar kort geleden,de John Humphrey Freedom Award toegekend voor zijn inzet op het gebied van mensenrechten.
Deze prijs vertegenwoordigt $25000 en is verbonden met een spreekbeurt toer door Canada om mensen bewust te maken voor bestaande mensenrechten problemen.
De Papoea mensenrechten advocaat Warinessy moet zeer zeker in staat worden geacht bruggen te bouwen op het gebied van mensenrechten delicten.
West Papua krijgt nog vele vrienden!

West Papua moet ook mee in de vaart der volkeren en de politieke steun en media aandacht, vooral vanuit Nederland, zal zeker door de Papoea’s op waarde worden geschat.
De principes en doelstelling van Eurodusnie vormen een belangrijk wapen, als het gaat om wederzijds respect en individuele zelfbeschikking en de poging zich basis democratisch te organiseren.
Het is zaak de gewone Nederlandse burger te informeren en ook in Nederland Papoea’s de kans te geven hun verhaal te kunnen vertellen over het grote onrecht, dat hun is aangedaan.

Nu ik onlangs ook de site van Papua Lobby heb bezocht, zie ik voor deze organisatie een belangrijke rol weggelegd om bepaalde veranderingen voor Papua in gang te zetten, welke een basis moeten gaan bieden voor meer gerechtigheid , democratie en vooruitgang en richting te geven hoe men de oorverdovende stilte in Nederland kan verbreken en hoe men de gewone burger kan bereiken.

11.11.2005: West Papua – De Stilte Doorbroken (The Silence is broken)

On Friday 11.11.2005 at 20.00, Eurodusnie-collectief (students society) , in Leiden, The Netherlands, organised a forum/debate about the Papuan issue.

Paco de Kromme, a student from Erasmus university is writing his thesis about the Papuan affair and chaired this forum.

Several points of view came across and Viktor Kasiepo emphasized: Papuans have been betrayed, but finally this people are determined to be free and will fight in their own way.
Concerning the term genocide Evelien van de Broek, said to be careful using the word genocide, because it is difficult to prove.
Personally, I do not agree due to the fact that since 1962 there are steady and continuous proves of Indonesian military repression, which results in a great number of killed Papuans.
Because of the lack of time I was not be able to tell my complete message, so I will put it on this website so that everyone has the possibility to argue my points of view.

In my speech I went back to 15.8.1962: the sudden announcement of the New York Agreement was shocking the crew of the ship and caused a deep silence, which I will never forget.
Coming home at the end of 1962, I was amazed about the transparent lies in the Dutch papers and a remarkable note in my diary was: the first 10 years we will not hear anything about New Guinea and ironically enough it took even longer. It finally took 40 years and the first books appeared in the 90’years.

Fortunately early March 2002, I learned what was happening in West Papua and I started to read all kind of reports, which resulted in designing my own website: West Papua – The Forgotten People.
The main purpose was to reach the Dutch people. As during that time the big silence was still intact and Dutch policy and media turned their back on the issue.
For information, I was dependent on foreign countries where the Papuan issue was not that sensible.

In chapter 1 period 1962-2005 there is a report about the journey to West Papua via Panama canal, as Indonesia already managed Egypt not allowing passage through Suez canal.
There is a description of several military collisions, the military strength of both sides and the threat of a complete war and to that time it became clear The Dutch would be alone.
At the end of chapter 1, I already carefully use the word genocide, a reflection of the number of killed Papuans related to the 700000/800000 Papuans living in West Papua in 1962.
The most stated crimes in West Papua starts from 1998 and are changed with other events and stories to give the reader an impression of the threatening living circumstances, caused by Indonesian military
Much attention was given to the political murder of Papuan leader Theys Eluay on 10.11.2001 and the Freeport ambush on 30.8.2002.
Both affairs have drawn much attention and publicity and since these events all kind of reports are going around the world. Only in The Netherlands there was still silence!
The Freeport ambush got an extra dimension as at a later stage I made e-mail contact with Patsy Spier, a victim of this ambush. She lost her husband Rick, an American teacher.
She did a tremendous job to halt the American IMET program, as president Bush had the intention to lift this military assistance program. The lobby work of Patsy Spier was very helpful as she was very successful in convincing American senators by telling her story.
In 2000 the U.S. made conditions for the eventual restart of this program, but so far Indonesia could not meet these conditions and even heavy lobby work of the Indonesians failed.
On other items they were successful, for at the last PIF conference the Papua issue was not on the agenda.

In 2004 and 2005 there were various raids and thousands of Papuans fled into the jungle for their own safety.
Big areas had no entrance and journalists and human right workers were not allowed to go in that area.
Human rights workers were even threatened!
Human rights abuses by military and terror groups are often provoked and when cases come to court, it will be a military tribunal coming to the result: the circle of impunity and in the meanwhile the military has the idea: for uniting the state of Indonesia, everything is allowed.

So I got a video tape, on which Ds. Sofyan Yoman is reporting about raids , burning churches, schools, villages and destroying living circumstances and TNI is hunting after OPM sympathizers.
The video tape shows pictures about help and training to Muslim groups, Red and White, Jemaah Islamiya, Laskar Jihad, etc.. These groups are the real terrorists and cause many problems, for example in Sulawesi.
Regarding tape has been forwarded to Mr. E.J. Brouwer of SGP Fraction.

In November 2003 after 41 years I was back again in West Papua for a month and my guide in Biak told me the story of 1998, on which occasion 100 Papuans, mostly women were driven together and brought into 2 naval ships. On board on the middle of the sea horribly things were happening. Women were raped and all Papuans were slaughtered like animals and dumped into the sea. On land in Biak many Papuans landed in prison and did not get medical care.
The Australian journalist, Kel Dummett, made a report which was only published in Australia.
This case never came to court.
We, E.M and myself met Mathias Melkianus Owam, leader of OPM, we met priest Jan Frank, many Papuans and even Dutchmen.
Problems are immense, problems with roots in history and conclusion is clear: Chaos is complete and many interviews make it clear: Indonesia has much to explain to the world.

The main and most critical point is the New York Agreement of 1962. The Papuan people was not involved and the appointments made were not fulfilled. The UNTEA lacked the necessary power and first signs of Indonesian violent actions by the Indonesian military immediately took place.
The first U.N observers only appeared in 1968 and could not move freely and could not do their job.
Their job to prepare Papuans for the referendum and this ended up being a farce.
Observers were turned away and the poll was tainted by bribery and intimidation.
Indonesia manipulated the Act of Free Choice and even the U.N. Australia, The Netherlands did their utmost and were helping Indonesia to annex West Papua in their own way.
1025 Papuans were chosen, forced, indoctrinated to vote for Indonesia. Most of them were illiterate.
I met Ds. Hokojoku, one of the 1025 Papuans who was forced to vote for Indonesia and the retrospect on this regrettable happening was very shameful.
The report of Moses Werror and the book of the British academic, John Saltford make clear that the referendum of 1969 was a shame.
A referendum is a free choice and when this referendum would be carried out in a democratic way, 95% of the Papuans would have voted against Indonesia.
Under pressure of Indonesia even a Papuan delegation, Willem Zongonau and Clemens Runawery, was not allowed to take a plane in Australia leaving to New York to explain the U.S. what was happening.
Shameful too is the behaviour of the U.N.. Their own U.N. observers were overruled and this was an indication on beforehand everything was arranged.
The mood of the U.N. was to get rid of this problem as quick as possible.
Important is: the U.N. did not fulfil their obligation protecting indigenous people and the organisation was misused to safe the interests of different countries(economical reasons).
The Papuan affair should be brought to International Court in The Hague, giving the Papuans the opportunity to review the referendum of 1969.

On 1.10.1962 the Dutch left New Guinea and the big change took place.
The Indonesians came as occupiers, misbehaved and ill-treated Papuans and Papuans took measures and formed the OPM. In 1965 there was an attack in Manokwari and the Indonesian military answered with heavy reprisals, with bombings on villages and many Papuans were killed. Hunting OPM sympathizers, even women in a family way were murdered.
During 1962 –1969 the various collusions caused 30000 killed Papuans.
Where were these U.N. observers?

In general politicians made big mistakes as Papuan people were delivered to a brutal military regime, supported by the circle of impunity and the consequences for the Papuan people were very bad. Apparently this is not clear to the free world!
After the American Yale University, the University of Sydney also came with a report about genocide.
John Wing is the author with cooperation with Prof. Stuart Rees.
With risk of their own life brave political activists, human right workers and religious organisations did their job.

Organisations do mention 200000/400000 and Kees Lagerberg mentioned 300000.
In a conference in Almelo, the German organisation Netzwerk, Herr Zöllner and Herr Hummel had a workshop with the theme, the circle of impunity. My question about genocide made clear that in the inland of Papua the Indonesian military was killing Papuans, especially Papuans with curly hair were the targets.
In several reports you can read about used tactics in murdering Papuans. You can read about HIV/Aids virus, using prostitutes, infected pigs, provoking Papuans.
The Indonesian human rights advocate Munir was poisoned, even the BIN security agency and Garuda directors were accused and probably the film maker Mark Worth was killed in Jayapura and 10 Papuans, who cooperated in a film transferred on SBS Date-line were killed.

In West Papua there is still a colonial rule and it is tragically just Indonesians adapted a lot of some feudal Dutchmen from an earlier period. They feel superior and their brutal attitude, repression was setting a false tone and especially Papuans, a peace minded people, were shocked by this Indonesian behaviour, the betrayal and even good initiatives, like the dialogue, were neglected.
Papuans simply disappeared, were murdered, raped, jailed and beaten and are subject of intimidation.
Promises were not kept!
Special autonomy was delayed, weakened and the heart of the special autonomy, MRP, was not enacted.
Only on 31.10.2005 the MRP was installed, but the members were appointed by local officials and Papuans had not the opportunity to elect their own representatives.
Reading my website there is one conclusion: Papuans did the right thing giving back the special autonomy to Jakarta.
From the beginning Indonesia maltreated the Papuan people and the evaluation of the period 1962 -2005 shows a bad picture of bad government. They did little to social and economic prospect for the Papuans.
The benefits of this rich West Papua are flooding to Jakarta and the Papuan people are remaining in poverty.
The influence of the military power is immense and using the word Indonesia you have to interpret this as a government with enormous military input and power.
In West Papua military are arranging many things and are involved in big business, often illegal and the military have to lift their own pay. It is a ill system and it is introducing even more corruption.
In the years following, the 70’s and 80’s there were bombings in several areas, like Paniai, Baliem valley, Wissel lakes and Arfak and many Papuans were killed and as a result of their living stocks being destroyed, even more Papuans died.
When Dutch policy had been more alert and the Prof. Drooglever project had been started earlier, may be the genocide would be halted .
But the Papua issue remained buried and principles were denied.
Dutchmen outside the politics launched their ideas with Pres. J.F. Kennedy and have influenced this matter.
Big money streams from the U.S. are going to Jakarta and probably used for weaponry and money for West Papua at disposal from the special autonomy does not come in the right place.

Regarding the circle of impunity we only look at the Abepura case, the responsible persons, general Usman and Police officer Sihombing did not get their punishment.
When we look at the punishment of Philep Karma and Yusak Pakage, “ their criminal act” consisted of flag hoisting and even the demonstration was known by authorities. They got 15 and 10 years in jail respectively!
A notorious war criminal like Eurico Guterres got 10 years, but was not put in jail and even remains in West Papua.
These punishments show the big differences the Indonesian court is using. Even heavy crimes against humanity remain unpunished. We only look at the East-Timor affair!

The real criminals did not come to court, for example, Damiri, Wiranto, Silaen, Hartomo and we must not forget Suharto. Wiranto even was a presidents candidate! Has Indonesia already made a start reforming the military? I do not think so.
Human rights abuses are going on and is part of Indonesian smiling policy.

Indonesia really is a banana republic!
For years West Papua is trying to get in dialogue with Indonesian Government, but afraid of loosing control they continue the followed way of repression.

In the Dutch period before 1962 it was a complete different world for the Papuans!
They were drinking beer together and nothing happened. The Dutch had the intention of helping the Papuans and did their utmost for education, care, welfare etc.
What a difference we now see. This situation is very shameful for Dutch policy, The Netherlands was a party, but turned away and tried to bury and tried to keep a big silence regarding the Papuan case.
Probably this silence will be maintained till 15.11.2005, but as already mentioned on my website:

Our Minister of Foreign Affairs, B. Bot is acting nothing has happened and does his utmost not to damage his relationship with his Indonesian colleague, Wirajuda.
Even before the publication of the Prof. Drooglever report on 15.11.2005 in The Hague he said: The Dutch Government is doing nothing with it. Prof. Drooglever was instructed by the same Government doing this historical research. ( a little stupid)
On the occasion of 60 year independency of Indonesia, he admitted, in the period 1945-1949 The Netherlands was on the wrong side of history – the wishes of Indonesian people were neglected- separatists fought for their freedom.
The VVD representative, Hans van Baalen is acting as the lord himself during his visit to Indonesia.
“West Papua is integral part of Indonesia and what happened a long time ago, we have to forget”
How West Papua became integral part of Indonesia he apparently does not know and no word about human rights abuses! Did he sell some ships?

But to the real issues!
Even Kofi Annan sees the necessary reorganising the U.N. because of the fact the credibility of this organisation is at stake. The Human Rights Commission UNHRC should play a bigger role.
Look at what happened in Rwanda in 1994: 800000 Hutsi’s and Tutsi’s were slaughtered and after 10 years there is a conclusion: this should not happen again.

Australia acted cautiously, being aware Indonesia is a big country with a Muslim population. Their policy is stability in this area. Australia was involved and keep hiding “this secret story”.

Also Indonesia has to deal with a big trauma. The threat of communism shaped political conditions and in cooperation with western countries inclusive Australia, Indonesia was allowing annexing West Papua
in their own fraudulent way. Western countries kept an eye on their own economic interests.
However in 1965 the American embassy provided via Adam Malik, the then Minister of Foreign Affairs, a list of 5000 names of communist members of the PKI party to general Suharto.
When the green light was given the immense hunting caused 500000/1million even 3 million victims including 6 generals to die.
In 1970 there were 70000 people still in prison and only 200 of them were convicted criminals.
Even 25 years after the slaughtering prisoners were executed.
Carmel Budiardjo, Tapol, of the Indonesian human rights organisation, was a victim herself and is trying to bring Suharto to court for his crimes against humanity.
A CIA study makes clear this the worst mass murdering in the 20’century.
This genocide remained unknown, was denied and buried and Suharto, the architect of this drama became the big financial victor and was probably contributing to the political change of the U.S. against The Netherlands.

In East-Timor 200000 human beings were slaughtered and also West Papua was part of that.
Fortunately Atjeh was “aided” by the tsunami and the result was a successful peace treaty.

In West Papua human rights abuses are common since 1962 and many high ranked officers, served in East-Timor, came to West Papua too.
General Simbolon for example, served in East-Timor, came to West Papua and had a good relationship with Freeport. For his good offences he got US 247705,-
This American gold and copper mine can brought to court because paying money to foreigners is in contradiction with the U.S. Foreign Corrupt Practices Act. Yearly Freeport is paying the TNI.

West Papua is a country with a particular indigenous people and have nothing in common with Indonesians.
Throughout history no country showed interest. Already in 1855 first missionary, Ottow and Geissler came to Dutch New Guinea and during the colonial Dutch rule only after 1950 the Dutch government showed political interest, but due to lack of development officials the whole remained in a low level.
The real job was done by missionaries.
In 1956 there was an attempt to convince the U.S. , the Dutch government was doing a good job in West Papua, but the promotion film resulted in the “Ajam affair”.
It was much too late, for only in the last years before 1962 there were real attempts to educate and prepare Papuans for a referendum/independence.

We know what happened, but given the situation in West Papua there was genocide and in The Netherlands there was no attention paid to this; this is unforgivable and very shameful!
In Dutch history there are big gaps and one gap is the West Papua issue. It is very hypocritical speaking about standards and values. Knowing what happened and doing anything about this and even denying
particular events in a former colony really is a shame.
There are numerous reports about human rights abuses, in fact the whole fraudulent acting as already described must be known.
Where is the famous Dutch finger to highlighting bad events?
Historical research is a good thing and the world can learn a lesson from the outcome!
The independent Prof. Drooglever report will show what really happened and why the Dutch government was creating a big silence about this issue?
It is hypocritical thinking that things are going better. Too much happened in West Papua and in my opinion Papuans do not trust Indonesians anymore.
Indonesia is a big Muslim country and democratically thinking is not easy in that corrupt country.
The Dutch Government betrayed the Papuan people and the outcome has been a political trauma.
West Papua is part of our history and has to become a place!

Every Dutch family knows the story about the East Indies: my uncle does not tell about this affair.
Historical research is a good thing and offers a good opportunity to write about these issues and allows it be part of our history.
Ask young Dutch people and they hardly know anything about the Papuan issue. Even elder people are not aware what was happening in West Papua due to the big gaps in our history!
A good example was my visit to a veterans reunion meant for West Indies and New Guinea veterans and this story was put on my website.
There were interesting speakers, but the word West Papua did not fall into any stories. In a courageous moment I walked to the microphone and confronted West Indies veterans to their trauma and kept a plea about West Papua and asked: “Does anyone here know something about genocide in West Papua? A deadly silence followed.

For a long time Papuans are struggling for their survival and it would be very helpful when Dutch Government could pay more attention for their case.
Untill now there was a lack of cooperation. The foundation Pro Papua did a lot of work but there was only little reflection. The answers of Minister Bot remain unsatisfied.
Fortunately there is support out of an unexpected corner.
My presence in Leiden I owe to Paco de Kromme, a student of the Erasmus University, Rotterdam.
He is writing a script about the Papua issue and he was the chairman of the forum/debate in Leiden.
However there is also a student from the University in Groningen.
Maaike te Rietmole also is writing a script. Both first contacts happened via my website.
It were happy moments and almost every day I notice, support for the Papuan issue is increasing.
Also various organisations all over the world are cooperating in a better way and this must be a encouragement for the Papuan people at a whole.
There are excellent Papuan ambassadors abroad: Viktor Kasiepo, Zachi Sawor, Oridek Ap in the Netherlands, Benny Wenda in the U.K., Jakob Prai in Sweden, John Rumbiak in the U.S, Jacob Rumbiak in Australia and in Canada got Yan Christian Warinessy the John Humphrey Freedom Award for his job
regarding human rights issues. This price represents $ 25000, and is connected with a speaking tour through Canada making people aware about the situation in West Papua.
The Papuan advocate must be able to build bridges and West Papua will even get more friends!

Te principles and main purpose of Eurodusnie(Students society) in Leiden form an important weapon bringing important issues, like the West Papua issue, part of discussion.
It is very important to reach and inform Dutch citizens about the Papuan case and let us try to right the wrongs.

For Papua Lobby, Viktor Kasiepo and Evelien van de Broek, there is a challenge playing an important role
to set going various changes, orchestrating a basis for more justice, democracy, prosperity and to give an indication how to reach the normal citizen and break through the big silence.

West Papua, het vergeten volk
Naar aanleiding van een verslag in de Telegraaf van 13.8.2005 over het bezoek van Minister Bot naar Jakarta volgt er ook een exclusief interview met Bots Indonesische ambtgenoot Hassan Wirajuda. Dit interview geeft mij aanleiding voor een reactie.
Minister Bot wil de viering van 60 jaar onafhankelijkheid meevieren en Indonesië excuses aanbieden voor gebeurtenissen in het koloniale verleden.
Gaandeweg is er de behoefte gekomen om de relatie te verbeteren. Minister Bot is nu voor de 4e keer in Indonesië. Niets mis mee!
Wat mij echter uitermate stoort is de taboe sfeer, die er heerst over het West Papua issue.

Kerkelijke organisaties schatten dat er sinds 1962 ca 200000/400000 Papoea’s zijn vermoord.
De Papoea bevolking wordt onderdrukt en het land wordt leeggeroofd en staat bloot aan brutale mensenrechten schendingen.
Zelfs de Amerikaanse Yale Universiteit komt tot de conclusie: dit is genocide.
Het New York Akkoord van 15.8.1962 werd niet nageleefd. Het referendum, Act of Free Choice van 1969 werd een schaamteloze frauduleuze vertoning en vervolgens door de U.N gesanctioneerd.
De Speciale Autonomiewet, no.21/2001 van 1999, juist ingevoerd, omdat de Papoea samenleving onafhankelijkheid eiste en zich wilde afscheiden van Indonesië. Betreffende wet werd niet geïmplementeerd, de Papoea volksraad, MRP, kwam er niet. Keer op keer werden de Papoea’s door Indonesië verraden.
De regeringsperiode van de voormalige president Megawati laat de onwil van de Speciale Autonomie uit te voeren duidelijk zien.De gelden komen niet ter bestemder plaatsen en corruptie, samenzwering en nepotisme worden toegestaan, er is geen supervisie en het Departement van Binnenlandse Zaken blijft doorgaan met onbeschaamde manoeuvres rond de verkiezingen van een gouverneur en vice-gouverneur van de provincie Irian Jaya Barat en andere regionale verkiezingen.
De realiteit is dat de Papoea’s tot het besef kwamen dat er van de vele mooie beloftes niets terecht kwam en op dit moment is er bijna geen enkele Papoea familie, die niet is getroffen door de begane misdaden van het brute Indonesische militaire regiem.
Vel problemen zijn voortgekomen uit het niet serieus nemen van de autonomie wet.
De DAP, Papoea Raad, heeft de autonomiewet nu teruggeven aan Jakarta met als deadline 15.8.2005, als blijk van ongenoegen aan Jakarta over de gang van zaken in hun land, West Papua.
In Nederland, indertijd partij in het New York Akkoord, blijft men zich zeer behoedzaam opstellen in deze gevoelige kwestie.
Via de Stichting Pro Papua en mijzelf worden pogingen ondernomen de Nederlandse politici via brieven en e-mails “standbye” te houden, maar het gegeven, dat er zo weinig naar buiten komt, zegt in deze genoeg.
Ook West Papua is onderdeel van onze geschiedenis en dan is het toch heel frustrerend dat ook het project Drooglever, historisch onderzoek naar de Act of Free Choice, werd geboycot.
Hoezo, normen en waarden!
Er is toch genoeg gebeurd in West Papua om ook politiek eens naar buiten te treden en bepaalde zaken aan een onderzoek te onderwerpen en aan de kaak te stellen!
Moeten wij wachten op een gebeurtenis, zoals in 1994 tussen Hutu’s en Tutsi’s, in dit geval tussen Papoea’s en Indonesische immigranten.
Indonesië hoeft Nederland dus niets te verwijten en voor wat betreft West Papua heeft Indonesië niets om trots op te zijn.


Men zou nu eens de dialoog met de Papoea’s moeten aangaan en het Papoea volk excuses moeten aanbieden voor de begane misdaden.
De huidige President Yudhoyono zou meer moeite moeten doen om mensen die dicht bij het Papoea volk staan, zoals religieuze leiders en Papoea leiders te horen en hen uit te nodigen te spreken om vervolgens te komen tot een dialoog met het Papoea volk.
Men gebruikt nu een racistische houding en negatieve stigma’s, die vervolgens resulteren in zogenaamde militaire veiligheidsoperaties of wat voor naam dat ook krijgt en die resulteren in talloze rapporten van mensenrechten organisaties.

Internationale steun is er echter wel. Het Amerikaanse Huis van Afgevaardigden kwam met ontwerpwetten HR 2601 en dat is een zege voor zowel West Papua als Indonesië.
Sinds het begin is Papoea een internationaal probleem. De overdracht van Nederland van Nieuw Guinea aan Indonesië gebeurde onder druk van de V.S..
De huidige betrokkenheid van de USA moet in dit licht van morele betrokkenheid bij Papoea worden gezien. In de jaren 60 zijn onder invloed van buitenlandse politiek van de USA belangrijke beslissingen genomen, waarvan de invloed op de Papoea’s van het allerhoogste belang is geweest.
Het Drooglever rapport is dus van groot belang, want hiermee kan ook de taboe sfeer worden doorbroken en Nederland worden gewezen op de morele verplichting meer aandacht te schenken aan het issue Papoea.
Gelukkig kan ik melden dat 2 studenten een afstudeerscriptie over de kwestie West Papua schrijven!!

Wellicht hebt U teveel reacties gekregen op Uw rede dd. 20.10.2005 te Jakarta om mijn e-mail te kunnen beantwoorden.
Misschien kunt U Indonesië Uw goede diensten aanbieden door te wijzen op het negatieve effect voor de economische opbouw,
veroorzaakt door de zo uit de hand gelopen toestanden in dat Indonesië, waardoor zelfs hun geloofwaardigheid in het geding is.
Misschien kunt U stappen ondernemen om de zaak van de Papoea's op de U.N. agenda geplaatst te krijgen, hetgeen wellicht zou leiden tot het stoppen van mensenrechten schendingen.
Misschien kunt U alsnog druk uitoefenen op de Indonesische regering om gemaakte beloften na te komen inzake Papoea aangelegenheden, zodat opleiding, gezondheidszorg en de Papoea deelname in politiek en economisch opzicht op een hoger plan komt te liggen.
Dan ben U wel democratisch bezig en is dit meer in overeenstemming met de naam van Uw partij, de VVD.

Met verbazing heb ik de strekking van Uw visie in de Jakarta Post gelezen:
"Irian Jaya(Papua) is an integral part of Indonesia. The Netherlands therefore will not support any separatist movements"
and "the Drooglever study should not affect the good bilateral relations between Indonesia and the Netherlands, insterad, the two countries should enhance their ties for mutual benefit."
The Netherlands as a founding member of the EU can be a gateway for Indonesian products to Europe and can lobby for the abolishing of EU import duties and quotas for Indonesian products.
Indonesia as a co-founder of Asean can do the same for the Hague's interests in the region.
Nu wens ik U veel succes met betrekking tot verbeteren en bevorderderen van handelsbetrekkingen, maar toon dan ook aandacht en begrip voor de West Papua affaire.
U praat ook voor Uw beurt, het Drooglever rapport is nog niet officieel naar buiten gekomen en U als volksvertegenwoordiger moet nog maar afwachten wat voor impact dat oplevert.
De Nederlandse politiek heeft de Papoea affaire in het verdom-hoekje geplaatst.
Voor u de volgende vragen:
1) Wat beschouwt U als afscheidingsbewegingen?
2) Hebt U zich wel eens verdiept in de Papoea geschiedenis?
3) Hebt U wel eens geluisterd naar Peter-Jan Balkende over normen en waarden en wat er zoal in de periode na 1962 in West Papoea is gebeurd?
4) Vindt u zelf ook niet dat de politiek zich heeft vergist?
5) Waarom denkt U, dat de Papoea-affaire in de doofpot is gestopt en waarom mag het geen onderdeel uitmaken van onze vaderlandse geschiedenis?

Nimmer hebben wij zo snel een reactie uit "de politiek" ontvangen als deze van u; daarvoor onze complimenten en dank.
Inhoudelijk echter stelt zij echter teleur. Ze is wel geheel conform de indruk welke wij kregen n.a.v. het artikel in de Jakarta Post van 22 okt. jl. en het verslag van uw verblijf in Indonesi« in de Telegraaf van 22 okt. jl..

De Papua's, daar kan de Volkspartij voor Vrijheid en Democratie niets meer mee en voor Nederland i.c. Dr. B.R. Bot is het een "heet hangijzer".

- "International law" besloot, dat alle delen van het voorm. Ned. Oost Indi« thans onderdeel uitmaken van
de Republik;
- Decentralisatie en Autonomie is een interne zaak van Indonesië en niet de verantwoordelijkheid van de inter-
nationale gemeenschap;
- Irian Jaya/Papua is een integraal onderdeel van Indonesi« laat aan duidelijkheid niets te wensen over en geeft
niet eens hoop, laat staan valse hoop;
- op basis van respect wederzijdse belangen (economische?) "van deze grote onafhankelijke naties"
promoten zal zeker niet in het belang van de Papua's zijn.

Chris Penders en John Saltford (mogelijk straks ook Piet Drooglever) constateerden manipulatie bij de uitvoering en aanvaarding van de Act of Free Choiche in 1969, van Amerika, Indonesi« maar ook Nederland.
Vrijheid en Democratie was ver te zoeken.
Wij wassen kennelijk graag "onze handen in onschuld".

Voor wat betreft de lijn vanaf de begrotingsbehandeling Buitenlandse Zaken in 2000 moeten wij, voor zover wij kunnen nagaan, helaas constateren dat de VVD nimmer initiatieven ontplooide als het om Papua ging, zelfs niet bij discriminatie en mensenrechtenschendingen in Papua waarover wij de VVD informeerden.
"Al verdienen de Papua's het natuurlijk wel dat hun levensomstandigheden worden verbeterd" citeert dagblad
de T. uw woorden.

Dit kan, net als Vrijheid en Democratie, slechts bewerkstelligd worden door actieve inzet, ³k door de VVD!
Voorlopig in samenwerking met uw Indonesische gastheren en voormalige "separatisten" die nu door u gewoon als veterans of the TNI worden bestempeld.

Wij zien de begrotingsbehandeling Buitenlandse Zaken 2005-2006 in de week van 21 november met meer dan gewone belangstelling tegemoet.

The document entitled, Indonesia's 1969 Take Over of West Papua Not by "Free Choice", states: that the document release marks 35th anniversary of controversial vote and annexation of West Papua. Papoea’s in Australië willen 15.8.2006 herdenken, dat 44 jaar geleden op 15.8.1962, West Papua werd uitgeleverd aan Indonesië.
De bedoelde zelfbeschikking is door toedoen van de internationale gemeenschap uitgebleven.
De demonstranten treffen elkaar in Melbourne, waar bij de Indonesische ambassade de Papoea vlag, de Morning Star, wordt gehesen.

Auteur: Campagne tegen Wapenhandel (---.adsl.xs4all.nl)Datum:   25-04-2006 16:0727 april organiseert Campagne tegen Wapenhandel een landelijk actiedag tegen de grootste wapenlevering van de afgelopen veertig jaar; vier oorlogsschepen voor Indonesië met een totale waarde van meer dan 1 miljard euro. ING en rabobank financieren deze levering. De levering van de oorlogsschepen is alleen mogelijk doordat ING en Rabobank 95 procent van de financiering voor hun rekening nemen en Atradius namens de Nederlandse overheid de financiering herverzekert tegen wanbetaling. Zonder deze gunstige financieringsvoorwaarden kan Indonesië de schepen niet betalen. Het land gaat al gebukt onder een enorme schuldenlast. De miljard euro die de Nederlandse banken het land nu lenen, komt daar nog eens bij. Ondertussen leeft in Indonesië een groot deel van de bevolking onder de armoedegrens en besteedt het land vier keer zoveel aan schuldaflossingen als aan onderwijs en gezondheidszorg.De overheid, ING en Rabobank vinden deze order gelegitimeerd, omdat Indonesië de schepen – zogeheten korvetten - zou inzetten bij de strijd tegen piraterij. Korvetten zijn daarvoor echter te groot, te zwaar bewapend en veel te duur. Bovendien hebben patrouilleschepen van het Indonesische leger zich eerder juist afzijdig gehouden bij overvallen van schepen door piraten. Sterker nog, het Indonesische leger is met enige regelmaat zelf betrokken bij piraterij. Wèl worden dit soort schepen gebruikt bij beschietingen van de eigen bevolking, voor transport van special forces binnen conflictgebieden en momenteel voor het afsluiten van Papua. Politiek Den Haag moet nog een definitieve beslissing nemen over deze export. In mei zal de Minister van Buitenlandse Zaken rapporteren over de mensenrechtensituatie in Indonesië. De bekende Papoea separatist, Koteka stamleider Benny Wenda, roept op tot internationale steun tegen de bedreven genocide praktijken in de Indonesische provincie Papua.
Hij overhandigde de Britse Prime Minister in Londen een petitie met 730 handtekeningen.

'Houding tegenover Papoea's hypocriet'door Aad KamsteegWASHINGTON - ,,Het is hypocriet wanneer de Nederlandse regering stelt politieke noch morele verantwoordelijkheid te dragen voor wat er momenteel in West-Papua gebeurt.'' Dit zegt het Amerikaanse Congreslid Eni Faleomavaega, actief in de commissie voor internationale betrekkingen in het Huis van Afgevaardigden.In een interview met het Nederlands Dagblad wijst de Democratische afgevaardigde Faleomavaega erop dat Nederland lang in westelijk Nieuw-Guinea aanwezig was, de Papoea's indertijd oprecht naar onafhankelijkheid wilde leiden en alleen al daarom de taak heeft de kwestie West-Papua bij de Verenigde Naties aan te kaarten.Zelf heeft Faleomavaega, samen met collega-parlementariër Donald Payne, secretaris-generaal Kofi Annan benaderd met het verzoek zich te buigen over de verwrongen manier waarop de Papoea's in 1969 via de act of free choice (daad van vrije keuze) het hun toegezegde zelfbeschikkingsrecht uitoefenden. Kofi Annan antwoordde dat hij daartoe bereid is als de Algemene Vergadering hem dit vraagt. Faleomavaega weet dat onder andere Afrikaanse staten op een Nederlands initiatief wachten.Faleomavaega, die de volksraadpleging onder de Papoea's ,,een daad van géén keuze'' noemt, reageert op de uitspraak van minister van Buitenlandse Zaken Bot dat hij ,,geen enkele verplichting voelt ten opzichte van de Papoea's, niet moreel en ook niet politiek. Papua is nu van Indonesië.'' Dat laatste mag volgens de uit Amerikaans Samoa afkomstige Faleomavaega dan zo zijn, ,,de eerlijkheid gebiedt Nederland om in de wereldwijde strijd tegen terrorisme en voor democratie nu ook op te komen voor de West-Papoea's''.Moreel hoogstaand,,Sinds de Indonesische machtsovername werden door het leger minstens honderdduizend Papoea's gemarteld en vermoord'', zegt Faleomavaega. Hij begrijpt dat Nederland hecht aan economische banden met Indonesië. ,,Maar iedereen weet dat de Papoea's, die etnisch en cultureel totaal anders zijn dan de andere volken in Indonesië, nooit een eerlijke kans kregen zich over hun toekomst uit te spreken. En iedereen weet ook dat het leger dat volk marginaliseert. Ik roep de Nederlandse regering op zich moreel hoogstaand te gedragen, even de eigen financiële belangen te vergeten en op te komen voor een volk dat aan een terreurregime wordt onderworpen''.Faleomavaega houdt Den Haag de Portugese houding ten aanzien van Oost-Timor voor. ,,Ten koste van goede betrekkingen met Indonesië zette Portugal zich internationaal in ten behoeve van het zelfbeschikkingsrecht van de Oost-Timorezen. Die waren, net als de West-Papoea's, met geweld tot een kolonie van Indonesië gemaakt. De Portugese inzet leidde er uiteindelijk toe dat de Verenigde Naties Oost-Timor een plebisciet toestonden, tegen de wens van Indonesië in.''
